Description:
FORT INDIANTOWN GAP IS NOW ACCESS CONTROLLED. PLEASE MAKE SURE YOU HAVE A CURRENT DRIVERS LICENSE, PASSPORT, ETC. FOR IDENITY PROOFING. YOU MUST STOP AT THE VISITORS CENTER TO OBTAIN A DAY PASS THAT WILL ALLOW YOU ON BASE THE DAY OF THE SITE VISIT. IF YOU HAVE ANY QUESTIONS, PLEASE EMAIL ME AT TREBUCK@PA.GOV.

This PROJECT IS A STANDARD LOW BID PROJECT and includes:  GENERAL CONSTRUCTION, HVAC, PLUMBING, AND ELECTRICAL SERVICES.

The work under this Contract shall generally consist of, but not necessarily be limited to, providing all labor, material, devices, tools and equipment required for the construction of four new SAROCA (Small Arms Range Operations Control Area) facilities on the Leadership Reaction Course, located at Fort Indiantown Gap Pennsylvania National Guard Training Center, Annville, Lebanon County, PA and shall be in total accordance with the specifications and drawings and subject to the terms and conditions of all other Contract Documents.

ESTIMATED RANGE: General Construction - $800,001.00 - $1,00,000.00, HVAC - $10,001.00 - $20,000.00, Plumbing - $20,001.00 - $50,000.00 and Electrical - $100,001.00 - $200,000.00

ESTIMATED RANGE: Liquidated Damages: General Construction - $270.00 per day, HVAC - $40.00 per day, Plumbing - $60.00 per day, and Electrical - $100.00 per day.

MANDATORY PRE-BID CONFERENCE:  The Pre-Bid Conference will take place on Wednesday May 13, 2026, at 11:00AM at Building 11-12 Conference Room (map in bid docs), Lebanon County, PA. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION.

Questions are due back by COB 3:30PM EST on May 29, 2026.

DATE FOR RECEIVING BIDS IS June 8, 2026, by 2:00P.M.

The Department of General Services Public Works and the Office of Business Inclusion and Supplier Development (BISD) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.

This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works.  Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

The Goals for each Prime Contract is as follows: SDB AND VBE GOALS
.1 General Construction – SDB = 13.0% VBE = 3.0%

SUMMARY OF WORK
PART 1 – GENERAL
1.1 STIPULATIONS
a.
The General Conditions, drawings and all other attached documents form a part of this Section and
all other Sections by reference thereto and have the same force and effect as if printed herewith in
full. The Contractor shall be strictly accountable for the cognizance of carrying out the provisions
thereof. Contractor shall note that reference to “Project Design Documents” refers to any and all
documentation included within the Project Bid and/or Award Package. This includes, but is not
limited to drawings, specifications, Government forms, contractual literature, etc.
1.2 SCOPE OF WORK, GENERAL
a.
The work under this Contract shall generally consist of, but not necessarily be limited to,
providing all labor, material, devices, tools and equipment required for the construction of four
new SAROCA (Small Arms Range Operations Control Area) facilities on the Leadership Reaction
Course, located at Fort Indiantown Gap Pennsylvania National Guard Training Center, Annville,
Lebanon County, PA and shall be in total accordance with the specifications and drawings and
subject to the terms and conditions of all other Contract Documents.
1.3 PERFORMANCE PERIOD
a.
Three Hundred (300) calendar days from Government granted Notice to Proceed.
1.4 WAGE SCALES
a.
Wage Scales ARE REQUIRED to be paid on this Project.

1.6 SUBMITTALS
a.

Submittals shall be forwarded to Department of Military & Veteran’s Affairs; Division of
Engineering and Architecture, Building 0-10, Fort Indiantown Gap, Annville, Pa 17003
c.
Each submittal shall include the following:
1. Project number
2. Contract number
3. Related specification section
4. Contractor’s approval stamp
5. Contractors initials and date
6. Area for DMVA-BMCE review stamp
d.
All submittals must be approved by the discipline responsible, DMVA-BMCE Design
Professional, prior to incorporation into the project.
1.7 REQUIRED WARRANTIES
a.
Contractor shall provide all required warranties as outlined within the Project Design
Specifications and on all included Government AF Form 66’s.
PART 2 – OUTLINE OF REQUIRED WORK
2.1 The work of this project consists of but is not necessarily limited to the following. Detailed requirements
of the work are described on the pertinent specification sections and/or shown on the drawings.

Pre-Construction
1. Prepare and submit all necessary pre-construction documentation as outlined within the
Project Design Documents.
Bleacher Enclosure (and associated bleachers)
1. Excavate/prepare site per Project Design Documents.
2. Construct/Install concrete foundation and slab per Project Design Documents.
