Manchester Water Works, acting through its Board of Water Commissioners and in accordance with the
provisions of Manchester NH Code of Ordinances Chapter 39: Procurement Code, inclusive, seeks
Statements of Qualifications for services related to Cohas Avenue 20-inch Water Main Project
Sealed Statement of Qualifications will be received until 2:00pm prevailing time on the 10th of February,
2026. Late submissions will not be accepted.
Interested companies may obtain copies of the Requests for Qualifications (RFQ) documents from the city
website: www.manchesternh.gov/bids
Questions regarding this request should be expressed in writing and directed to Mark Bourque;
mbourque@manchesternh.gov.
The Board of Water Commissioners reserves the right to waive any irregularities, reject any or all proposals,
and to accept the proposal that appears to be in the best interest of Manchester Water Works. Failure to
submit all information called for may be sufficient grounds for disqualification.

ARTICLE 1 – GENERAL
1.1 Manchester Water Works (MWW) is seeking qualifications from experienced contractors for the
construction of 20-inch water main and related appurtenances on Cohas Avenue in the city of
Manchester, NH.
1.2 The project includes approximately 2,800 linear feet of 20-inch zinc coated ductile iron (ZCDI)
water main on Cohas Avenue between the Cohas Pump Station and the intersection of Cohas
Avenue and Bodwell Road as well as valves, hydrants, and other appurtenances. The project is
scheduled to start construction in spring 2026, with substantial and final completion dates in
September 2026 and May 2027, respectively. The primary source of funding is the American
Rescue Plan Act (ARPA) and NH Drinking Water and Groundwater Trust Fund. Interested
Contractors are required to list in detail their applicable experience with the above project
components.
1.3 Only contractors and/or subcontractors with demonstrated experience installing water main in
cold-weather climates shall be considered.
1.4 Only contractors designated as being prequalified by written correspondence from MWW shall
be considered for invitation to submit bids for this project.
ARTICLE 2 – INTERPRETATIONS
2.1 All questions pertaining to the meaning or intent of the Request for Qualifications shall be
referred in writing to Mr. Mark P. Bourque, Deputy Director-Water Distribution, Manchester
Water Works, 281 Lincoln Street, Manchester, NH 03103, MBOURQUE@manchesternh.gov.
ARTICLE 3 – RECEIPT OF QUALIFICATIONS
3.1 Qualification package shall be labeled COHAS AVENUE 20-INCH WATER MAIN PROJECT, Attn.
Mark P. Bourque and must be received at Manchester Water Works, 281 Lincoln Street,
Manchester, NH 03103 by 2:00 PM on Tuesday, February 10th, 2026.

3.2 It is the responsibility of each interested firm to assure that the qualification package is in the
possession of the responsible MWW official or his designated alternate prior to the stated time
above.
ARTICLE 4– REQUIRED SUBMITTALS
4.1 All items requested in this Article must be submitted bound in one volume, with three (3) copies
provided.
4.2 The Project Superintendent shall be as indicated in the firm’s statement of qualifications.
4.3 Additional listing of all subcontractors who will perform the work as described in this RFQ,
4.4 Brief (7 pages or less) description of the firm and the unit/division and subcontractors
responsible for this type of work requested by MWW.
4.5 Description of the current work load of the firm and the personnel to be assigned to this project
and a description of the work load of any subcontractors to be assigned. Description shall clearly
indicate availability for current, proposed, and projected assignments within the time frame
designated herein.
4.6 Confidential Prequalification Statement (Article 6).
ARTICLE 5 – QUALIFICATION AND SELECTION CRITERIA
5.1 MWW shall review qualifications based on the following criteria:
5.1.1 The ability, capacity, and competence to perform the work as reflected by experience of
the contractor and subcontractor team.
5.1.2 Ability to perform the work within the allotted time as reflected by the workload and
availability of adequate personnel, past experience and quality of work.
5.1.3 The character, integrity, reputation, judgment, experience and efficiency of the
contractor team.
5.1.4 The number, size, pertinence, recent history and quality of performance on previous
contracts.
5.1.5 Previous and existing compliance with laws and ordinances relating to the work.

5.1.6 The sufficiency of financial resources and ability to perform the work.
5.1.7 The quality, availability, and adaptability of the supplies or contractual services to the
particular use required.
5.1.8 The ability of the bidder to provide future maintenance and service.
5.1.9 The ability of the bidder to meet the city's bonding and insurance requirements.
5.1.10 Evaluation of references related to the completion of similar work.

Notes to Prequalification Statement:
All information furnished will be held in strict confidence. Only managers of the administrative,
financial, and water supply divisions of MWW will have access. No reproductions will be made.
Pages 4-11 of this Statement must be completed in full in order for a prequalification determination to
be made. Omissions may cause delays in processing, or be basis for disqualification for which we do not
assume any responsibility.
Should any change occur which substantially alters the data contained herein the above-named
prospective bidder shall immediately notify Manchester Water Works and submit a complete revised
Prequalification Statement. Manchester Water Works reserves the right to request supplemental
information as it feels necessary to perform this prequalification determination.
Only bids from prequalified contractor teams will be considered. No prospective bidder will be
prequalified until the rules relative to filing of the Prequalification Statement have been complied with
and determinations of classification, capacity, and acceptable experience meeting criteria, have been
made by Manchester Water Works.
Nothing in this Prequalification Statement shall be construed as depriving Manchester Water Works of
the right to reject any bid where, in its opinion, other circumstances and developments have changed
the qualification or responsibility of the bidder.
