October 2, 2023. Please submit (in writing) any questions regarding this RFP. Only written

Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (C.F.R.) Part
200 and Elementary and Secondary Emergency Relief (ESSER) requirements to procure vendors who

provide goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state,
federal, and grant-funded programs.
PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The purpose of this Request for Proposal (RFP) is to solicit proposals for qualified respondents to establish
a contract through competitive negotiations for a Network Electronics (Stackable Switches and Chassis) and
Firewalls vendor for multiple large E-Rate eligible and non-E-Rate eligible projects involving the entire
District network.
The District intends to award a contract to a single vendor who can meet all requirements in this RFP. The
duration of the contract is expected to be three (3) years with two (2) one-year optional renewals.
NOTE: Wireless access points, other wireless systems, uninterruptible power supply systems, and Bring
Your Own Device / Mobile Device Management (BYOD/MDM) solutions are NOT included.
Background:
The Dallas ISD network core infrastructure consists of the following:
1. A fiber network from each of its two (2) data centers to each individual school or administration site. Dallas
ISD has used this fiber to install two (2) 10 Gbps Ethernet connections to each school or administration site,
one to each data center.
2. Switches and routers at all 236 schools, and administrative locations.
3. A 10 Gbps riser system between the MDF and all IDFs at all schools.
4. A 40 Gbps connection between the District's two (2) data centers.
5. Aruba 6410 switches in each data center for fiber connectivity to all sites, and Aruba 8400 switches for
distribution within the data centers. The data center top of rack switches are Aruba 8320s.
6. F5 i5800 load balancers inside the data centers. We have two (2) i5800s per data center.
7. Layer 3 Cisco 4500 or Aruba 6405 switches for the MDFs, Layer 2 Cisco 4500 or Aruba 6405 switches for
the higher density IDF closets, and Cisco 3850 or Aruba 6300 switches for the lower density IDF closets.
8. Approximately 21,000 wireless access points were installed at locations throughout the District.
Dallas ISD expects most growth in the network to be in bandwidth utilization and uplinks, administration
building network upgrades, and renovations and additions at schools. In the last four years, the number of
laptop/desktop computers used by students and staff has increased to more than 200,000. That, along with
easy access to wireless, has greatly increased bandwidth utilization to and from the Internet, and it is
expected that more computers will be installed, and bandwidth usage will grow.
Presently, the district has two 100 Gbps Internet circuits, one at each data center, and daily Internet
bandwidth is at an aggregate 50 Gbps between the two Internet connections; whereas in 2017, it was only
14 Gbps. Due to traffic growth, the District predicts that within the next few years, traffic to the Internet will
exceed 50 Gbps through each data center. Therefore, multiple 10 Gbps interfaces and, ultimately, either 40
Gbps or 100 Gbps interfaces will be needed to support traffic growth.
In addition to bandwidth growth, the District desires to obtain advanced features that will allow better control
of traffic and increased security.
Based on those factors, the District expects most future purchases will be in:

Adding 10/40/100 Gbps interfaces or other higher bandwidth components to increase throughput to and from
schools and administration sites, between data centers, and to the Internet.
Upgrading administration site network electronics to make them comparable to what is already installed at
schools.
Adding electronics for additions or renovations to existing schools and installing electronics at new schools.
PROPOSAL SPECIFICATIONS
The selected Service Provider shall provide Network Electronics and Firewalls to allow the district
to:
1. Obtain discounted pricing for switches, routers, firewalls, load-balancers, and modules and
accessories for any of these components.
2. Augment the existing wired network infrastructure and provide for future growth in bandwidth
and coverage.
3. Support growth in bandwidth usage between the two (2) data centers, the Internet, and all
schools and administration sites.
4. Futureproof the existing network infrastructure so as to utilize new technologies and code
enhancements as they become available.
5. Receive the best pricing and contract terms and conditions, which will enhance the District's
competitive position throughout the contract term.
6. Explore and support leading-edge technologies which are more efficient and follow best
practices.
7. Maximize functionality while at the same time minimizing man-hours involved in installation,
configuration, and management.
8. Support both E-Rate eligible and non-E-Rate eligible projects.
9. Execute a contract resulting from this RFP for a three (3) year term, with two (2) one-year
optional extensions. All pricing offered will be for the initial term of the contract. Although the
District's fiscal year will begin July 01, 2024, an early contract start date of January 01, 2024, is
anticipated. However, any E-Rate-eligible work cannot begin earlier than April 01, 2024.
Firewall Technical Requirements:
Dallas ISD currently has Next-generation firewall (NGFW) appliances from Fortinet serving in three roles at
various locations in the district. Perimeter firewalls reside between the district's internet connection and the
internal network, with this role being served by Fortinet model FortiGate 6300F. Segmentation firewalls
reside inside the network and provide east-to-west protection within the network, with this role being served
by Fortinet model FortiGate 2200E. Campus firewalls serve smaller district locations not otherwise served by
the Perimeter firewalls, and this role is being served by Fortinet model FortiGate 60F.
Each of the district's two datacenters has a pair of Perimeter firewalls and one Segmentation firewall, and
two secondary sites have one campus firewall each.
Proposed firewall appliances should meet the following requirements:
1. Must include licensing to support application control, intrusion prevention services, VPN, anti-DDoS, URL
filtering, and high availability, filtering both internal and external traffic
2. Preferably a chassis-based solution allowing for redundant and scalable processor modules
3. Redundant power supplies
4. Support up to 32 10GE ports
5. Support up to 4 100GE Ports

6. Support active/active high availability modes with a path and interface monitoring failure detection
7. Support multiple virtual firewalls or contexts
8. Support no less than 100Gbps of usable and verifiable throughput with combined NGFW, application
control, and threat protection services enabled simultaneously for all inspected traffic
9. Support a minimum of 300 million concurrent TCP sessions
10. Support contextual awareness for all traffic attempting to traverse the firewall, providing full situational
awareness and then flexible control based on that awareness
11. Identify traffic based on application rather than port, encryption type, or evasive technique employed
12. Identify suspicious traffic based on anomalies and behavioral characteristics instead of signature
updates
13. Threat prevention detecting and blocking malware within SSL-encrypted traffic
14. Provide automated security event correlation monitoring and reporting
15. Provide integration with all currently supported versions of Microsoft Active Directory
16. Provide identification and allow for classification of policies by application
17. Provide client-based and client-less SSL/IPsecVPN
18. Support OSPF and BGP routing as well as PIM-SM, PIM-SSM, and IGMP v1, v2, and v3
19. Automate policy change management to centrally manage editing, review, approval, and auditing of
security policy changes
20. Support layer 2, layer 3, tap, and transparent modes of operation
21. Redundant power supplies and fan trays
22. Five-year 8x5xNBD manufacturer support for each unit
23. Interoperable or able to integrate with other enterprise-grade content filtering solutions
Training Requirements:
1. Training for the Dallas ISD WAN / Security staff (total of four (4)) must be included in your proposed
solution. Provide as an attachment a manufacturer-authorized certified training program, which should
include hands-on interactive training and must, at minimum, include configuration of devices, software
upgrades, security implementation, network management, and troubleshooting. Your proposal must include
a detailed explanation and plan for training which will be a scored component. Is there an extra cost for this
training and if so, provide details.
