NOTICE TO BIDDERS
FOREST HIGHWAY 7 GUARDRAIL REPLACMENT HSIP PROJECT
NOTICE IS HEREBY GIVEN that sealed standard Bids for Forest Highway 7 Guardrail Replacement HSIP Project will be received at the Glenn County (COUNTY) office at 777 North Colusa Street, Willows, CA 95988 from BIDDERS, until 11:30 a.m. on Thursday, April 10, 2025 (OPENING DATE), at which time, or as soon thereafter as possible, the bids will be publicly opened and read. Bids shall be clearly labeled “SEALED BID FOREST HIGHWAY 7 GUARDRAIL REPLACMENT HSIP PROJECT”. Bids are required for the entire work described herein. No electronic or faxed bids will be accepted.
A mandatory pre-bid meeting has been scheduled on Tuesday, March 25, 2025 at 10:30 a.m. in the Public Works Agency Conference Room located at 777 North Colusa Street, Willows, California, 95988.
Except for questions that might render the award of this contract invalid, the County will not respond to any questions submitted after 5:00 p.m. on Tuesday, April 1, 2025.
The work to be done consists, in general, of removal of the existing guardrail, construction of new guardrail and approaches on Forest Highway 7 in Glenn County.

No bid will be considered unless it is made on the forms furnished by the COUNTY and is made in accordance with the Special Provisions. Each bidder must be licensed as required by law and as described in the contract documents. Proposals received after the deadline will not be considered.
The COUNTY reserves the right to reject any or all bids or select the Bid which is, in its opinion, the lowest responsive bid of a responsible bidder and that which it deems in the best interest of the COUNTY to accept. The COUNTY also reserves the right to waive any information not material to cost or performance in any Proposal or bid.
Pursuant to provisions of Section 1770 et seq. of the Labor Code of the State of California, the Director of the Department of Industrial Relations, State of California, has ascertained the general prevailing rate of wages for straight time, overtime Saturdays, Sundays and Holidays including employer payment for health and welfare, vacation, pension and similar purposes applicable to the work. Copies of the general prevailing wage determination applicable to the work is on file in the COUNTY administrative offices and will be made available to any interested party on request.
No contractor or subcontractor may be listed on a bid proposal for a public works Project (submitted on or after March 27, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)). No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
Pursuant to Section 4590 of the California Government Code, this contract includes provisions that allow substitutions of certain types of securities in lieu of the COUNTY withholding a portion of the partial payments due the Contractor to insure performance under this contract.
