Specifications
1. Overview / Scope: Department of General Services (DGS) will be ordering darkroom
items to be delivered to and installed at Lincoln University 1570 Baltimore Pike, Lincoln
University PA, 19352. All shipping and installation charges must be factored into the unit
cost of the item(s). Installation will be in the Photography Studio, there is elevator
access to the studio. All Bid pricing should be a unit price for one unit.
2. Eligibility: To be eligible for award, a bidder must comply with the following:
A. bidder must be the manufacturer of the products being offered, or be an authorized
representative reseller or distributor of the manufacturer’s products
B. Bids must be received on time and completed in its entirety
C. Pursuant to Executive Order 2021-06, Worker Protection and Investment (October 21,
2021), the Commonwealth is responsible for ensuring that every Pennsylvania worker
has a safe and healthy work environment, and the protections afforded them through
labor laws. To that end, contractors and grantees of the Commonwealth must certify
that they are in compliance with all applicable Pennsylvania state labor and workforce
safety laws. Such certification shall be made through the Worker Protection and
Investment Certification Form (BOP-2201) and submitted with the bid, proposal, or
quote.
3. Method of Award: An award will be made to the single lowest responsive and
responsible bidder.
4. Documents to be returned with bid:
A. Cover letter with contact information of Representative with knowledge of this
procurement
B. Documentation of equipment being proposed with specifications such as owner’s
manual
C. BOP-2201 Worker Protection Contractor Grantee Notice
D. Lobbying Certification and Disclosure Form E. Reciprocal Limitations Form
5. Specification:
A. Products shall meet the minimum requirements for each product as described below,
unless noted otherwise in product description.
B. All camera/lighting gear must be compatible as necessary.
C. Supplier shall honor all manufacturers warranties.
D. All items provided resulting from this IFB shall be NEW, and not demonstrator, rebuilt,
reconditioned, refurbished, remanufactured, or used in anyway.
E. Quantities listed are estimated. Each piece of equipment must possess the features
listed to follow the program curriculum at Lincoln University:
