NOTICE INVITING BIDS
BID#B01-24-25 LANDSCAPE SERVICES
Notice: Notice is hereby given that the Board of Trustees of the Santa Clara County Office of Education
(hereinafter referred to as (SCCOE), is requesting bids from interested vendors to provide bids for Landscape
Services for various SCCOE sites.
No offer of intent should be construed from this legal notice that the (SCCOE) intends to enter into a contract
with the interested company for the Landscape Services for various SCCOE sites unless, in the sole opinion of
the (SCCOE), it is in the best interest of the (SCCOE) to do so. The (SCCOE) reserves the right to negotiate final
contractual terms with the lowest responsive bidder.
Mandatory Job Walk / Pre Bid Conference: SCCOE will conduct a pre-bid work site job walk on:
Tuesday June 4, 2024 at 10:00am

Submittal: Written bids must be sealed and filed with the (SCCOE) at the address shown above no later
than 3:00 p.m. Tuesday, June 18, 2024 at which time the SCCOE will publicly open and read all bids. Any bid
received after the bid deadline shall be returned to the bidder unopened.
Required Contractor License: The class(s) of California contractor’s license(s) required in order to bid on and
perform the contract for this Project is Contractor’s License – C27
Required Bid Security: Each bid must be submitted with security in an amount not less than ten percent
(10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if
awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and
other documents described in the Contract Documents. Such security must be in one of the following
forms: (1) a cashier’s check made payable to the SCCOE; (2) a certified check made payable to the SCCOE; or
(3) a bond made payable to the SCCOE in the form set forth in the Contract Documents. Any bond must
have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120
Withdrawal: Companies may not withdraw proposals for a period of sixty (60) days after the date set for
opening of proposals.

DEFINITIONS
INTRODUCTION
ASB: Apparent Successful Bidder
CONTRACT: The resulting contract issued by the SCCOE Purchasing Department, which is also at times
referred to herein as the “Agreement”, or as the “Master Purchase Agreement.”
PROPOSAL: The term “Bid” proposal and “Quote” are used interchangeably herein and refer to the bid
submitted in response to this Request for Bid PURCHASE ORDER / PO: The documents to be furnished to the
successful contractor(s) by the SCCOE Purchasing Department, specifically describes the work to be done and
references back to the Master Purchase Agreement
SANTA CLARA COUNTY OFFICE OF EDUCATION: The terms “Owner”, “SCCOE”, “Purchasing Manager”, “Buyer”,
are used interchangeably herein and refer to the same entity: The Santa Clara County Office of Education.
REQUESTOR: The terms “Requestor”, ‘Requesting Department”, “Department”, “End User”, “School Site”,
“Originator” are interchangeably herein and refer to the same entity, the receiver of goods and services.
RFB / RFP / RFQ: The terms are used interchangeably and mean solicitation for pricing, proposal, quote, bid.
SELLER: The terms “Seller”, “Supplier”, “Contractor”, “Bidder”, “Respondent”, “Provider”, “Offeror”, and “Vendor”
are used interchangeably herein and refer to the same entity, the provider of goods and services to the SCCOE.
WORK: “Work” shall include obligations, duties, requirements and responsibilities required for the successful
completion of the Contract by the Seller, including the furnishing of all supervision, labor, materials, equipment and
other supplies, incidental with the execution of the Contract and in accordance with the terms and conditions set
forth in the Contract.
JOB SITE LOCATIONS
The work will be performed in the Santa Clara County Office of Education property and SCCOE-owned or
operated buildings. See attached site maps.
MANDATORY JOB SITE WALK / PRE-BID CONFERENCE
SCCOE will conduct a Mandatory Job Walk for Walden West location and Pre-Bid Conference for rest of the sites.
Attendance is mandatory in order to bid.

INSTRUCTIONS AND CONDITIONS
BIDDERS RESPONSIBILITIES
Each bidder is responsible for reading this entire document carefully and becoming familiar with all the
instructions, terms and conditions, plans, specifications and drawings before submitting a bid. No bid response
shall receive consideration by the Santa Clara County Office of Education unless made in accordance with
the instructions of B 01-24-25.
Submittal of a bid shall be incontrovertible evidence that the bidder understands the bid requirements and has
determined that the plans, instructions, specifications and/or drawings fall within an acceptable standard and are
sufficient for bidding and delivering the required items; and that the bidder is capable of delivering
items/equipment which comply with the plans, specifications and drawings within the required time frame.
Alternate or incomplete bids will NOT be accepted.
The Governing Board reserves the right to correct errors or omissions in specifications wherever necessary for the
proper fulfillment of the intentions of the bid.
No bid response shall receive consideration by the Santa Clara County Office of Education unless made
in accordance with the instructions of B 01-24-25.
INTENT
To provide SUPERIOR LEVEL of landscape maintenance services for the Santa Clara County Office of Education, in
accordance with the specifications, terms and conditions contained herein. Therefore, the Contractor is expected
to provide the full range of maintenance services as described in these specifications. If the maintenance
frequency and man-hours are inadequate, the Contractor shall maintain the sites in a more frequent basis with
more man-hours at no additional cost to the SCCOE.
PURCHASE ORDER VALIDITY AND TERM EXTENSION
The term of the contract which may be awarded pursuant to this RFB is for one (1) year. The SCCOE reserves the
right to extend this bid for a period of four (4) additional one (1) year terms after issuance of a purchase order
with all other terms and conditions remaining the same and mutually agreed upon by the Vendor and the SCCOE
a Master Purchase Agreement.
