NOTICE TO CONTRACTORS
Bids will be received by the Purchasing Department at Arkansas State University – Beebe at 1507 West Center Street, P. O. Box 1000, Beebe, Arkansas 72012 until 2:00 p.m., on Tuesday, October 21, 2025, for the construction of a 4,740sf new building for the Center for Precision Agriculture (ASU Beebe Bid Number: ASU-B-26-005) at the ASU–Beebe Campus, Beebe, Arkansas. Bids will be based on a single lump sum contract.
A non-mandatory Pre-Bid Conference will be held at the project site (1405 West Center Street, Beebe, Arkansas 72012) on Wednesday, October 15th, 2024, at 9:00 a.m. Prospective bidders are encouraged to attend this meeting. For additional information regarding this Invitation to Bid, please contact Robin Lancaster, Executive Director of Procurement, 1507 West Center Street, P. O. Box 1000, Beebe, Arkansas 72012, (501) 882-4545, rglancaster@asub.edu . All bidders shall make inspections and studies of the site of the work to familiarize themselves with all conditions to be encountered.
All bidders shall conform to the requirements of Arkansas Code Annotated 17-25-101, Arkansas Contractors Licensing Law for Contractors. All contractors must be licensed on the day of the bid submittal. According to the Arkansas Contractor’s Licensing Board, this project will require a contractor’s license. There shall be only one bid submitted per State Contractors license. Bidders will be required to indicate license number on bid form beneath signature when bidding $20,000.00 or more. Bid security is required in the form of a Bid Bond or cashier’s check drawn upon a bank or trust company doing business in Arkansas, in an amount equal to 5% of the contract sum, and payable to the ASU - Beebe.
Arkansas Statutory Performance and Payment Bond, equal to the amount of the Contract, will be required of the bidder awarded the Contract.

Contractors may obtain contract documents from WER Architects 901 W Third Street, Little Rock, AR 72201, (501) 374-500, after depositing a check in the amount of $150.00 per set payable to WER Architects. Deposits will be refunded to contractors who return full sets of unmarked contract documents in good condition to WER Architects. within 10 days of the bid opening. Only complete sets of contract documents will be distributed by WER Architects. No partial sets will be distributed.
No bid may be withdrawn for a period of 30 days after the opening of bids.
The State reserves the right to reject any or all bids and to waive any formalities. This invitation does not commit the Owner to pay any cost incurred in the preparation of bids.
Pursuant to Ark. Code Ann. § 22-9-203, the State encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
