1.0 Proposal Invitation
Washtenaw Community College (“College” and/or “WCC”) seeks coaching, training, & consulting
proposals from qualified individuals and/or firms interested in partnering with WCC and the Workforce
Development Department. The major goal of this project is to identify an on-going pool of qualified
candidates to provide training, coaching, and curriculum development services as needed through the
scope of this solicitation. The selected supplier(s) must submit appropriate resumes, certifications or other
related documentation in order to demonstrate the ability to meet the project objectives outlined in this
RFP; all responding vendors must include a copy of their W-9 certificate showing a valid EIN and a copy of
RFP 6574 – Attachment A – Logo Permission Form.
Response to this RFP confirms an understanding that this is not a contract or offer of business by the
College. This request for proposal in no manner obligates the College to the eventual purchase of any
products or services described, implied, or which may be proposed, until confirmed by written agreement,
and may be terminated by the College without penalty or obligation at any time prior to the signing of an
agreement, contract, or purchase order. In submitting a proposal, Supplier agrees that all materials
associated with, attached to, or referenced by the submitted proposal will become the property of the
College and may be incorporated into a subsequent contractual agreement between the successful
Supplier and the College.
The College is not liable in any manner or to any extent for any cost or expense incurred by the Supplier
in the preparation, submission, presentation, or any other action connected with proposing or otherwise
responding to this RFP. Such exemption from liability applies whether such costs are incurred directly by
the Supplier or indirectly through the Supplier’s agents, employees, assigns, or others, whether related or
not to the Supplier.
The College reserves the right to reject any and all proposals and waive any irregularities. Proposals which
fail to comply fully with any provisions of this document may be considered invalid and may not receive
consideration. The College also reserves the right to negotiate terms and conditions of a contract with the
chosen Supplier. The College reserves the right to award based on any combination of the specifications
described herein.
The awarded Supplier’s proposal response and any orders placed during the term of this solicitation
shall be subject to, and governed by the College’s Terms and Conditions for services located at
https://www.wccnet.edu/business/purchasing-terms-services.php as a condition of award, and are
hereby incorporated herein as a substantive part of the solicitation documents. In the event there is any
conflict or inconsistency between the Terms & Conditions referenced in the RFP documents and those
included in a Supplier’s Proposal response, Supplier’s quote, or listed on the Supplier’s website, the
Terms & Conditions of the RFP documents shall govern. In submitting a response, supplier agrees to
allow WCC the use of their logo for the purpose of naming supplier as a partner in Marketing
communications; a logo permission form is required with each supplier’s response and can be found
under RFP 6574 – Attachment A – Logo Permission Form.
Proposal submissions must include all exceptions to the College’s terms and conditions of purchase; the
College may consider extensive exceptions as a reason to exclude a vendor from further consideration.
The supplier must set forth the reason(s) for the exception and indicate what, if any, alternative is being

offered. WCC will, at its sole discretion determine the acceptability of any proposed exception(s). A
purchase order signed by an authorized agent of the College is required to constitute acceptance of
proposal offer and offer terms and conditions of service. This RFP and any subsequently offered
contracts will be governed by the laws of the State of Michigan. Any and all applicable valid executive
orders, Federal, State or local laws, ordinances or rules or regulations shall apply to any contract if and
when offered and are deemed incorporated herein.
As a public institution, the College is subject to the terms and conditions of the Freedom of Information
Act. As required by law, any information submitted in response to this request for proposal could become
public information. Suppliers responding to this proposal are cautioned not to include any proprietary
information as part of their proposal unless such proprietary information is carefully identified in writing
as such and accepted by the College as proprietary. Any documents submitted may be reviewed and
evaluated by any person at the discretion of the College, including non-allied and independent Suppliers
retained by the College now or in the future.
The College expects to award on an on-going basis through the proposal acceptance date of this
solicitation, the College reserves the right to terminate this solicitation and any related offerings upon
notice to vendor. The goal is to establish a pool of candidates based on the best overall proposals and
offerings. Awarded responders will be contacted on an as-needed basis to complete training curriculum
and services that align with the needs of WCC or the Workforce Development Department. No work shall
begin under the award of this RFP until a valid purchase order is sent to the supplier from WCC’s
Purchasing Department. Criteria for award include but are not limited to proposals that include the
specifications contained herein, candidate’s W-9 certificate and logo permission form, as well as related
resumes, certifications or other documentation, deliverable timeline, acceptance of the College’s terms
& conditions, and the recommendations put forth by the vendor. The College reserves the right to request
follow-up information such as questions, presentations, and demos prior to contract award. The award of
this solicitation expires 10/31/2025.

Submit one (1) signed electronic copy in a single PDF format. Faxed and mailed replies are not
acceptable and will be rejected. It is the responsibility of the vendor to ensure that proposals are
received at the location stated above on or before the due date and time. Supplier assumes all
responsibility for delivery to the location given above. Suppliers are welcome to submit a response
until the RFP due date of 6/30/2024 at 2 p.m. Once awarded, supplier(s) is authorized to work with
WCC as needed until the solicitation expiration date of 10/31/2025.
4.0 Project Scope / Objective
The College seeks to identify qualified entities to partner with WCC and the Workforce Development
Department to provide training, coaching, and curriculum development in response to specialized boot
camps, training and coaching sessions, as well as other related services as needed through the
expiration date of this solicitation.
This is an indefinite scope solicitation, WCC reserves the right to add or modify categories as needed in
order to best serve the then current needs of the College. Responding entities must submit a W-9
certificate with valid EIN and a Logo Permission Form as well as resumes, certifications or other related
documentation to best outline what areas of training they are best qualified for. Responders are not
limited to any number of category and may be considered for award of any category unless the
responder specifically states otherwise.
5.0 Desired Specifications
WCC and the Workforce Development Department has identified the following example training and
coaching topics. This is not an exhaustive list and may be modified to fit the needs of the College
through the expiration of this solicitation. Additional recommendations, if any, are welcome and may be
incorporated into each supplier’s response and documentation.
Assessment and Testing Services – Include
but not limited to training needs
assessments, Myers Briggs, DiSC, and
personality/team assessment.
Advanced Manufacturing – Include but not
limited to Machining/CNC, Mechatronics,
Simulation, Robotics, Welding, PLC
Programming/Maintenance, Lean
Manufacturing and Supply Chain

Communication – Include but not limited to
workplace communication, persuasive
communication, and communication
strategy.
Customer Service – Include but not limited
to front-line customer service, dealing with
difficult customers, and customer service
assessments.
Diversity, Equity, Inclusion and Belonging
Include but not limited to workplace
diversity, cultural awareness, diversity
assessments and environment scanning.
Emotional Intelligence – Include but not
limited to fundamentals of emotional
intelligence, individual emotional
intelligence assessments, and developing
emotional intelligence competencies.
Finance and Accounting – Include but not
limited to financial management principles,
cost accounting, budget development,
financial systems and audits.
Healthcare, Health Sciences and Wellness –
Include but not limited to employee
wellness, foundations of healthcare,

Non-Profit Administration – Include but not
limited to managing non-profits, finance for
non-profits, HR administration for non-
profits, resource development and program
measurement/evaluation.
Organizational Transformation and Culture
– Include but not limited to building
effective teams, change management,
ethical decision making, goal setting and
performance management, strategic
planning servant leadership and setting
organizational vision.
Productivity – Include but not limited to
lean manufacturing, six sigma, international
standards, total quality management,
geometric dimensioning and tolerancing
(GD&T), and problem solving-root cause
analysis.
Project Management – Include but not
limited to project management
fundamentals and principles, prioritization
of projects and managing multiple projects.
INTELLECTUAL PROPERTY: Any curriculum or course materials developed by the supplier and
subsequently paid for by WCC will be the sole intellectual property of the WCC and WCC will have
exclusive rights to its use for all future needs. The supplier will have full control and supervision of the
design, detail, manner, and method of performance of the services specified.
EXCLUSIVITY: After the conclusion of the training, the supplier agrees not to offer this specific training or
any other training involving material taught as part of their duties as paid for and contracted by WCC
Workforce Development to institutions or corporations within a 100-mile radius for 1 year without
written consent to do so by the Executive Director of Workforce Development.
