Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The solicitation number stated above, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective September 26, 2018.



The Solicitation number is 6923G224Q000013 and is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a fixed price purchase order.



The United States Merchant Marine Academy (USMMA) at Kings Point, New York is soliciting for the services of a qualified organization capable of providing an experienced, temporary Higher Education Academic Assessment Specialist. The contractor will be responsible for providing training/support to the faculty and staff. The contractor will also aid in developing, assessing, and reporting on our Academic Assessment System in preparation of the Middle States Council on Higher Education (MSCHE) reaccreditation that is expected to take place in the Spring of 2025.



This is a Request for Quotation which will result in Firm Fixed Price (FFP) Purchase Order. The period of performance is from Tuesday, September 3, 2024 through Monday, June 2, 2025. See Attached Statement of Work (SOW). The Contractor will have to undergo a background check and will not be able begin work until the background check has cleared.



This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation).



The associated North American Industrial Classification System (NAICS) code for this procurement is 541618 (Other Management Consulting Services) with a small business size standard of 19.0 Million.



As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USMMA will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities (formerly known as Federal Business Opportunities (FBO) website)https://sam.gov/content/opportunities .



No paper copies of the solicitation will be distributed. Offerors are responsible for obtaining the solicitation and any amendments at https://sam.gov/content/opportunities . All responsible small business sources may submit a response which, if timely received, will be considered by the agency. We are only accepting quotes via email at this time. BASIS FOR AWARD-



A Single Firm Fixed Price Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest price technically acceptable (LPTA). For purpose of Technical Acceptability, the Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the Quoter’s meet the requirements described in the Statement of Work. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation.



To be awarded this contract, prospective contractors must complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov . If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Offerors are advised that they are responsible for obtaining ALL proposal documents and acknowledging any amendments, and should re-visit the Contract Opportunities website (https://sam.gov/content/opportunities ) periodically to check for any modifications to this notice, updates, or amendments without further notice from the USMMA.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be deemed the lowest price technically acceptable offer. Delivery, technical capability and past performance will be evaluated to determine technical acceptability.



The clause at 52.212-4, Contract Terms and Conditions - Commercial items, applies to this acquisition.



FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is incorporated into this solicitation, however, only the following clauses apply to this acquisition:

INVOICE SUBMISSION INSTRUCTIONS -



The Contractor may submit invoices in electronic format.



(1) Electronic invoices shall be uploaded to https://einvoice.esc.gov/index.html .



Electronic Invoice and supporting documentation shall be in Adobe Acrobat (PDF) format and shall conform to the following criteria or be subject to rejection:



(i) Name and address of the contractor.



(ii) Invoice date and invoice number. (Date invoices as close as possible to the date of mailing or transmission.)



(iii) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number).



(iv) Description, quantity, unit of measure, unit price and extended price of supplies delivered or services performed.



(v) Shipping and payment terms (e.g., shipment number and date of shipment, discount for prompt payment terms). Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading.



(vi) Name and address of contractor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment).



(vii) Name (where practicable), title, phone number and mailing address of person to notify in the event of a defective invoice.
