The Owasso Police Department is seeking to purchase a Sound System for the Firearms Range.
Quotes are being accepted until 5:30 p.m. on Monday, February 16, 2026.

SPECIFICATIONS FOR BID AND DELIVERY
These specifications are intended to provide a common standard to which all vendors shall quote.
Purchaser reserves the right to reject any or all quotes, and to determine the quote deemed in the best
interest of the City from among those timely and properly submitted, in accordance with specifications.
Lowest quote, while a major consideration, will not govern the purchase. Purchase will be made from all
considerations such as quality, conformance with these specifications, suitability for particular use, as well
as initial cost to purchase.
Any deviations to these specifications must be stated in writing and attached to the vendor’s submittal with
explanation and detailed description of the item or items the vendor wishes to substitute. No substitutions
will be permitted unless vendor complies with the above procedure so that a fair comparison may be made.
All substitutions shall be "equal to" or "greater than" the items specified and include full detailed information
to enable purchaser to determine suitability. Unless the exceptions granted are acknowledged by
purchaser in writing at the time of order, such exemptions shall not be accepted at the time of delivery, and
the delivered product shall be expected to conform to every detail of these specifications, or suffer
rejection.
Vendor will evaluate the equipment list contained in the packet and identify, list, and quote any additional
items necessary to make the equipment fully operational. Failure to list and quote the additional items is
the responsibility of the vendor, and if needed, said items will be supplied and installed by the vendor at no
cost to the City of Owasso.
Alternate equipment is accepted, but documentation must be provided showing that the alternate
equipment is of equal or higher quality.
I. SCOPE
Provide and install two (2) Atlas BIA100/PD60T or Equivalent outdoor sound and paging horns
that are fiberglass and waterproof. The horns must have a minimum coverage pattern of 130
degrees x 60 degrees. The horns will be installed on the two front corners of the range watch
tower above the catwalk.
Provide and install one (1) Crown NCDi2x300W amplifier or Equivalent.
Provide and install one (1) Shure SCM262 audio mixer or Equivalent. The audio mixer needs two
(2) microphone inputs and three stereo RCA inputs.
Provide and install one (1) Lowell 10 space equipment rack or Equivalent.
Provide and install one (1) Shure SM58S microphone or Equivalent with switch and 7” desk top
mic stand.
Provide one (1) 3.5mm Aux feed cable for phone/iPad/computer audio playback.
Provide ladders or a scissor lift to access the second floor of the range tower to mount the horns
II. WARRANTY
Warrant the system to be free from defects in material and workmanship for a period of not less than
one (1) year after the final system acceptance date. Provide a replacement part for any part that fails in
normal use. The supplier will provide a toll-free customer service telephone number that can be used
by the Owner to contact the vendors customer service department.
III. ADDITIONAL REQUIREMENTS
All construction employees shall remain within the immediate area of the work site and
parking lot for safety at the Owasso Police Department Firearms Training Center
All work vehicles shall remain parked on the Owasso Police Department Firearms Training
Center asphalt parking lot. Only vehicles allowed to travel off the parking lot are those
necessary for completion of the turning target system, such as concrete trucks, unload and
load equipment, etc. Any ruts or damage to the ground will be the responsibility of the
contractor to repair.
