Whitpain Township seeks Statements of Interest (SOI) from qualified consultants for the construction inspection services for the reconstruction of Skippack Pike (S.R. 0073) and School Road (S.R. 2037). The proposed project includes the construction of a left turn lane on School Road, stormwater drainage improvements, signage and pavement striping improvements as well as the installation of a traffic signal at the intersection. In addition, the proposed project will install new pedestrian crosswalks and sidewalk connections at the intersection. Funding for this project is secured through a Multimodal Transportation Fund grant. All construction inspection services must meet all required guidelines for the use of grant funds for the project. The method of procurement is competitive negotiations. The modified selection method will be used. Whitpain Township encourages responses from small firms, minority firms and firms who have not previously performed work for the Township. The Township further encourages prime consultants to notify DBE subconsultants of contracting opportunities associated with this project and to solicit their participation. Whitpain Township will review submissions based on the following equally weighted criteria:
• Ability of selected firm/team to provide services identified in this RFP based on experience and related projects.
• Competence of the firm/team in providing required services as evidenced by past performance identified through discussions with references.
• Experience and qualifications of staff assigned to the project with respect to the technical aspects, as well as experience with Township and PennDOT projects.
• Current workload and capacity of the selected firm/team to complete the project within the proposed timeframe.
• Overall understanding of the project and identified approach to complete the project.
Consultants will be ranked from those consultants who submit Statements of Interest. The Township will recommend the top three ranking firm/teams to the Pennsylvania Department of Transportation. Upon receipt of the approval of the consultants from the Department, the Township will commence negotiations with the top-ranking firm/team. If cost negotiations with the top-ranking firm/team are unsuccessful, the Township may decide to negotiate with the second-ranked firm. Responding consultants must be registered business partners in ECMS with their qualification packages submitted prior to the submission of the SOI.
