Description

1.0 DESCRIPTION



This is a Sources Sought Synopsis notice for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from interested and capable sources for Drug Demand Reduction Program (DDRP) Observer Support Services for the 143d Airlift Wing, Rhode Island Air National Guard, located at Quonset Air National Guard Base, RI.



The Government is seeking to identify qualified sources, particularly small businesses, that are capable of providing all personnel, supervision, and other items and services necessary to perform DDRP Observer support as defined in the attached draft Performance Work Statement (PWS).



The services required include, but are not limited to, providing qualified observers to ensure the integrity of the drug testing collection process. Key tasks involve direct observation of urine sample provision, verifying sample integrity, maintaining proper chain of custody, and performing related administrative duties in a professional and confidential manner. A key personnel requirement is strict adherence to a professional, drug-free standard of conduct, as detailed in the PWS.



The anticipated contract will be a Firm-Fixed-Price (FFP) contract with a period of performance of one (1) twelve-month base year, plus four (4) twelve-month option years.



2.0 PURPOSE



The Government is conducting market research to determine the availability and adequacy of potential business sources prior to determining the acquisition strategy. The Government is seeking to identify interested sources in all small business categories, including: Small Business (SB), 8(a) Business Development Program, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB).



The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.



3.0 INSTRUCTIONS FOR RESPONDENTS



Interested vendors who believe they are capable of performing the services described above are invited to submit a Capabilities Statement. The statement shall not exceed five (5) pages and must include the following information:





  • Section 1: Company Information





    • Company Name & Address




    • Unique Entity ID (UEI) & CAGE Code




    • Point of Contact (Name, Title, Email, and Phone Number)






  • Section 2: Business Status





    • A statement of your company's business size (Small or Other than Small) under NAICS 624190.




    • A list of all applicable socio-economic categories (e.g., 8(a), HUBZone, SDVOSB, WOSB).






  • Section 3: Capability and Past Performance





    • A brief description of your company's capability to perform the services as described in the draft PWS.




    • A summary of at least two (2) and no more than three (3) relevant past performance examples on contracts of similar size, scope, and complexity within the last three (3) years. Include the contract number, agency/customer, period of performance, and a brief description of the work performed.







4.0 SUBMISSION



All responses must be submitted via email to the Primary Point of Contact listed above no later than the Response Due Date. Please include "Sources Sought: 143 AW DDRP Support" in the subject line of the email.



Facsimile or hard copy responses will not be accepted. All information submitted should be unclassified.



5.0 DISCLAIMER
