What is the number of people to be transferred on October 6th for the 1530 time and how many people to be transferred on the 1800 time?

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



(ii) Solicitation Number FA701425Q0065 is issued as Request for Quote (RFQ).



(iii) The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05.



(iv) This acquisition is a 100% Women Owned Small Business set-aside. The associated NAICS is 485999 with a Size Standard of $19M.



(v) The package shall include the following Firm Fixed Priced (FFP) Contract Line Numbers (CLINs):

(vi) Description of the services to be acquired:



The government requests commercial passenger transportation for 300 personnel, each carrying up to 1 bag and 1 backpack, for the dates and location below in section vii.

6 Oct 2025: Depart from: NFB Airport / RED HORSE Training Site (two departure times at 1530L and 1800L)



10 OCT 2025: Depart from: RED HORSE Training site / Arrive at: NFB Airport (one departure at 0800L)

· 801 RED HORSE Training Squadron, Silver Flag Exercise Site, 264 Strange Point Loop, Tyndall AFB, FL 32404



· NFB Airport 6300 W Bay Pkwy, Panama City, FL 32409

Evaluation—Commercial Products and Commercial Services (Nov 2021)



(a) The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:



- The Government intends to make an award with the offeror who provides the lowest priced technically acceptable quote. A technically acceptable quote is defined as the offeror who clearly describes and meets the needs of sections vi and vii above.



(x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.



(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.



(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition



(xiii) OTHER CLAUSES AND PROVISIONS



(a) Please see Attachment 1, FA701424Q0065 Provisions and Clauses, for FAR and DFARS clauses incorporated into this solicitation.



In addition, the following applies to this solicitation:



52.232-18 Availability of Funds.



As prescribed in 32.706-1(a), insert the following clause:



Availability of Funds (Apr 1984)



Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Notice to Offerors:



The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government intends to award this contract without any form of communication with offerors but reserves the right to do so with all, some, or none. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. This solicitation incorporates one or more clauses and/or provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this address:

Additionally, offerors are advised that passenger counts, dates, and times may change based on Government needs and/or funding availability.



It is anticipated this requirement will be awarded in October of FY26.
