General Notice
The Town of Cheraw (Owner) is requesting Bids for the construction of the following Project:

Bids for the construction of the Project will be received at the Town of Cheraw Offices located at 200
Market Street, Cheraw, SC 29520, until 3:00 PM local time on February 25, 2025, at which time the Bids
received will be publicly opened and read aloud.
Bids must be submitted in sealed envelopes and clearly marked “DF Job No. 040119.00 - Cheraw Water
Improvements-SCIIP Bid 2” on the outside for easy identification by the Owner and the Engineer. Bids
Submitted by mail, Federal Express, United Parcel Service, etc. must meet these same requirements and
should be addressed to Owner’s Office.

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program
(SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by
federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All
federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and
subcontractors are required to be registered in the federal System for Award Management (SAM) and
may not be debarred from doing business with the federal government. Respondents on this work will
be required to comply with all applicable federal regulations. All SCIIP program requirements, schedule
deadlines, federal terms and conditions, and other applicable components of the SCIIP grant
requirements are applicable to this project. The Project includes the following Work:
The project consists of improvements at the Raw Water Intake(RWI) and the Water Treatment
Plant(WTP). The project includes (1) RWI Improvements to include (A) Electrical Demolition & Control
Building Cleanup, (B) New Electrical and Controls, (C) New 3MGD Pump, and (D) Control Building Roof
Repairs, and (2) WTP Improvements comprising of replacement of (A) Filter Media, (B) Surface Wash
Equipment, and (C) lights, wire, and conduit within the Filter Gallery area.

Prospective Bidders may examine the Bidding Documents at the Issuing Office or the Owner’s Office.
Copies of the Bidding Documents may be obtained from the Issuing Office by following the procedure
outlined below.
All Bidders shall be registered Document Holders with Davis & Floyd, Inc. To register, Bidders must
submit a company name, company contact (name), valid email address, physical address, mailing
address, telephone number, and request to be registered as an official Document Holder for this project.
This requirement does not cost anything to prospective bidders, and is a system to support notification
of addenda and other project communication to bidders.
Electronic copies of the Contract Documents are free and may be obtained by emailing
documents-flo@davisfloyd.com.
Hardcopies of the Contract Documents will not be provided to Bidders. Bidders may order hard copies
through a press of their choice, should they choose to do so.
Each Bid must be accompanied by a 5% bid security in the proper form and subject to the conditions
provided in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount
of 100% of the contract price will be required of each successful Bidder.
In accordance with Section 40-11-100 of the SC Code, Bids will be accepted only from properly licensed
contractors for all general contracts costing $30,000 or more and all mechanical contracts costing
$17,500 or more.
As part of the SCIIP Grant Program, all bidders must comply with all applicable state and federal
requirements identified in the bid documents-including Disadvantaged Business Enterprise (DBE) goals.
Bidders must implement procedures that ensure DBE firms are given opportunities for meaningful
participation in subcontracts that are awarded. All contractors and subcontractors are required to be
registered in the federal System for Award Management (SAM). Contractor must certify that all laborers
and mechanics employed by contractors and subcontractors are paid prevailing wages, in compliance with
the Davis-Bacon Act. Information on prevailing wages can be found at http://www.sam.gov. All
contractors and subcontractors must submit the Grantee Debarment Certification as part of the SCIIP Grant
Program.

All bidders must provide documentation of active SAM registration included in bid. Registration or
status can be confirmed through http://www.sam.gov.
No Bid may be withdrawn for a period of 90 days after the actual bid opening date.
The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the
Owner's best interest to do so.
