Introduction
The City of Portland, Tennessee (“City”) has issued this request of qualifications (RFQ) for qualified State of Tennessee licensed General Commercial Contractors or ICC Certified Commercial Building Codes Officials and Commercial Plans Examiner to provide consulting services for various municipal projects on an as needed basis. These projects may include review of plans for new construction, renovations, repairs, and maintenance of City-owned facilities.
Scope of Services
The services requested may include, but are not limited to, the following:

Planning & Design Review
-
Review construction plans that may include designs, drawings, and specifications for City projects.

Provide recommendations for efficiency, reliability, and improvements.

Meeting with architects, engineers, subcontractors and City Staff.

Project Support & Construction Oversight
-
Review of bid documents and technical specifications.
-
Conduct site visits, inspections, and evaluations during construction.

Review contractor submittals and change orders for technical accuracy before approval of change orders.

Consultation & Specialized Services
-
Provide recommendations of cost savings to the City.
-
Support the City during construction phases of projects.

Knowledge of all applicable local, state, federal codes, laws and safety regulations.

Maintain appropriate project documentation.
Qualification Requirements
Interested firms must provide documentation demonstrating the following:

Licensure: Valid Tennessee General Contractor’s License with appropriate commercial classifications or ICC Certified Commercial Building Official certification and Commercial Plans Examiner certification.

Experience: Minimum of five (5) years’ experience as a General Commercial Contractor or Commercial Building Codes Official performing comparable municipal, commercial, or institutional projects.

References: At least three (3) references from recent clients.

Staffing: If applicable, description of key personnel, their qualifications, and relevant project experience.

Capacity: Must have the ability to respond to multiple projects and adhere to deadlines.
Submission Requirements
Firms interested in responding to this RFQ should submit the following:

Cover letter expressing interest.

Completed statement addressing all requirements in the Qualification Requirement Section.

List of projects currently in progress and relevant projects completed within the last five (5) years. Indicate your role in the project (contractor, subcontractor, manager, etc.)

Copies of licenses, insurance, and bonding capacity documentation.

ALL submissions must include an hourly rate for services rendered.
General Conditions

The City reserves the right to reject any or all submissions, waive informalities, and accept the response(s) deemed most advantageous.

Submission of qualifications does not guarantee award of a contract.

All costs incurred in preparing and submitting responses are the responsibility of the applicant.

Any contract(s) resulting from this RFQ will be subject to approval by the City of Portland.

Any individual or company that is selected for a particular project as a consultant will not be considered as a qualified bidder for that project.
