Project Description: Downtown Shenandoah Inc. (DSI) Schuylkill CEBA Center for Education, Business, and the Arts (Phase 2) – Primary Health Network
Downtown Shenandoah Inc. will receive sealed bids online via PennBid for the Schuylkill CEBA (Phase 2) and Primary Health Network project until 2:00 PM on Wednesday, July 2, 2025, at which time they shall be opened online and publicly posted on PennBid’s website. All information and documents related to the solicitation are available immediately at no cost on the Penn Bid site: https://pennbid.bonfirehub.com.
The work of this project shall be accomplished with one contract and shall include all required labor and materials for construction of the Tenant Fit-out for Schuylkill Center for Education, Business, and the Arts (Phase 2) and Primary Health Network spaces, as well as exterior site work as indicated on Construction Documents available on Penn Bid. The interior fit-out scope will include a total of 8,620 square feet. Documents were prepared by Murphy & Dittenhafer Architects. The existing Schuylkill CEBA building is located at 100 (113-125) Block of North Main Street, Shenandoah, Pennsylvania 17976.
A non-mandatory pre-bid meeting will be held at the DSI Office on Tuesday, June 10, 2025 at 10:00 AM, local time at the DSI Office located at located at 116 N. Main Street, Shenandoah, PA 17976. The office telephone number is 570-462-2060.

The bid must be accompanied by a certified/cashier’s check or bid bond in the amount of 10% of the bid amount made payable to DSI. DSI reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of acceptance of the bid is mailed or delivered to the undersigned within 60 days or any time thereafter before the bid is withdrawn, the undersigned agrees to execute and deliver the agreement in the form provided by DSI.
The proposal shall be submitted electronically via Penn Bid containing bid, all required forms, Bid Bond, or other approved bid security.
112 calendar days have been established as the construction period for the project to Substantial Completion. Attention is directed to the liquidated damages clause in the specifications.
DSI will pay costs associated with the Borough’s plan review, building permits and inspection fees.
PA Wage Rates will apply.
The project has obtained partial funding through several grants: PBDA-Capital Projects Fund Grant applies and RACP applies. Requirements associated with these grants are in the bid documents and will be closely monitored.
