ADVERTISEMENT FOR BIDS
Sealed bids will be received until 2:00 PM on October 14th, 2025 for the Mecklenburg County
Foxhole Landfill Phase 2 Leachate Collection System Control Panel. The bids will be
received and read aloud at the Mecklenburg County LUESA office, on the 4th floor, at 2145 Suttle
Ave, Charlotte, North Carolina 28208
The project will be located at the Foxhole Landfill, 17131 Lancaster Highway, Charlotte, NC
28277, and involves the demolition of the existing control panel and leachate pumps in Phase 2
and installation of a new control panel and leachate pumps.
A recommended Pre-Bid Conference will be held at 1:00PM on September 24, 2025, at the
Foxhole Landfill administration building, for prospective bidders to present questions regarding
the bid-documents.
Below are the MWSBE goals set for this project:
Minority Business Enterprise Goa (MBE): 8%
Women Business Enterprise Goal (WBE): 8%

The Contractor, and his subcontractors performing work at the worksite, will be required to comply
with the Occupational Safety and Health Standards and the Safety and Health Regulations for
Construction.
Nondiscriminatory bidding procedures shall be afforded to all qualified bidders regardless of
National, State or local boundaries and without regard to race, color, religion, sex, national origin,
age, or handicap.
Contractors will comply with all applicable laws regulating the practice of General Contracting as
required by the General Statutes of North Carolina. Each bid that equals or exceeds $100,000.00
shall be accompanied by a corporate bid bond or a bid deposit of a certified or cashier’s check in
the amount of at least 5% of the total amount bid for the contract. When a bid is secured by a bid
deposit (certified check or cashier’s check), the execution of a bid bond will not be required. When
the bid security is in the form of a bid bond, that bid bond shall be executed by a corporate surety.
Bidders will provide North Carolina General Contract License Number, Classification(s), and
Limits in the space provided in the signature page of the bid.
Bids may be held by the County for a period not to exceed (60) days from the date of the bid
opening for the purpose of reviewing bids and investigating qualifications of bidders.
The itemized proposal form and Project Manual provided by the County shall be used in its
entirety. All entries including signatures shall be in ink.

AWARDING OF CONTRACT
Mecklenburg County will award the contract or contracts conditioned upon funds being available
for construction and other governmental approvals. The contract will be awarded to the lowest
responsible qualified Bidder selected by the County taking into consideration quality, performance
and the time specified in the proposal for the performance of the contract. Consideration will be
given only to proposals from Contractors who are properly licensed, bonded, experienced in the
class of work proposed and who can refer to projects of similar size and scope that have been
completed by them. The County reserves the right to reject any and all proposals and to waive
formalities or technicalities as it may deem to be in its best interest.
In evaluating Bids, Mecklenburg County will consider whether or not the Bids comply with the
prescribed requirements, and such alternate, unit prices, and other data, as may be requested in
the Bid Form or prior to the Notice of Award.
Determination of the Successful Bidder will be based on the Base Bid and a comparison of any
Alternates and on the responsiveness, responsibility, and other factors set forth in these
Instructions. The award may be made to said Successful Bidder on its base Bid and the alternate
for which the Owner determines to be in the best interest of the Owner.
