Project: SCMA POTTSVILLE WATER MAIN REPLACEMENTS - 2024

Project Description: SCHUYLKILL COUNTY MUNICIPAL AUTHORITY will receive sealed bids via the online PennBid Program for SCMA POTTSVILLE WATER MAIN REPLACEMENTS - 2024 until September 11, 2024 at 10:00 a.m. at which time bids will be opened. All bid documents are available online at https://pennbid.bonfirehub.com/
All Bidders must submit a bid security in the amount of 10% of the lump sum base bid.
The Project consists of water main replacements including replacement of fire hydrants, valves, and associated appurtenances, and lead service line replacements.
The Project Work will be performed under two parts as follows:
PART A - WATER MAIN REPLACEMENTS: a. Replacement of approximately 6,525 feet of old 6-inch cast iron water mains along (a) West Railroad Street & N. Centre Street; (b) Fairview Street; (c) West Race Street; and (d) Pierce Street. Water main replacements will include replacement of fire hydrants, valves, and associated appurtenances. b. Construction costs related to excavation and restoration of approximately 268 service lines, replacement of public non-lead and/or galvanized service lines along (a) West Railroad Street & N. Centre Street; (b) Fairview Street; (c) West Race Street; and (d) Pierce Street. Non-Lead and/or galvanized service line replacements will include the installation of copper service line, corporation stops, curb stops, and curb boxes.
PART B - LEAD SERVICE LINE REPLACEMENTS: Construction costs related to excavation and restoration of approximately 120 service lines for material confirmation, replacement of public and private lead and/or galvanized service lines needing replacement along (a) West Railroad Street & N. Centre Street; (b) Fairview Street; (c) West Race Street; and (d) Pierce Street. Lead service line replacements will include the installation of copper service line, corporation stops, curb stops, curb boxes and connection to existing plumbing inside homes and businesses along with Risk Mitigation Management procedures.
Bidders are hereby advised that the Owner will award a Contract for all the work included in both PARTS.

Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders.

Application of American Iron and Steel Requirements to Fiscal Year 2016 Drinking Water State Revolving Funds under the Consolidated Appropriations Act, 2016
U.S. Department of Labor Federal Wage Determination Decision. Bidders are subject to all applicable provisions of the Federal Davis Bacon Act Wage Determinations as set forth in the Project Manual.
Build America, Buy America (BABA) Act ("the Act"). Pub. L. No. 117-58, ยงยง70901-52, as amended. Bidders are subject to all applicable provisions of the Build America, Buy America Act as set forth in the Project Manual.
All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
Pennsylvania Infrastructure Investment Authority (PENNVEST) funding has been requested for a portion of this Project.
Financing assistance has been requested from PENNVEST, other state funding sources, and/or other federal financial assistance programs for this Project and therefore all contractors are required to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, et al., through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services and supplies by including state qualified DBE firms in the bidding process. Documentation of the solicitation efforts shall be submitted with the Bid. Failure to submit documentation of the DBE Solicitation may cause a Bid to be rejected.
A pre-bid conference will be held at 9:00 a.m. prevailing time, August 28, 2024, online via Microsoft Teams. Conference attendance is mandatory. The Bids of those Bidders not in attendance at the pre-bid conference will be rejected. The Owner reserves the right, at its option, to waive as an informality any, defects, errors, or omissions in any or all Bids; and to reject any or all Bids.
