Abbottstown Street Sanitary Sewer and Water Main Extension

Project Description: Online sealed bids for the construction of Abbottstown Street Sanitary Sewer and Water Main Extension will be received by East Berlin Area Joint Authority via the PennBid Program (pennbid.bonfirehub.com) until October 22, 2025 at 3:00 p.m. local prevailing time; at which time said bids will be publicly opened and read aloud.
Copies of the Contract Documents may be obtained at no cost at pennbid.bonfirehub.com.
All questions about the meaning or intent of the Contract Documents shall be submitted via PennBid’s Public Q&A section. No questions will be accepted by phone, fax, or direct e-mail.
Each bidder must deposit, with the bid, Security in the amount of 10 percent of the bid and subject to the conditions provided in the Instructions to Bidders.
The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workmen employed on this project, are incorporated in the Contract Documents.
Funding for the project has been provided by both the COVID-19 ARPA PA Small Water and Sewer Program from the Department of Economic and Community Development and the Adams County Rescue and Recovery Funds Program from Adams County. A copy of both grant agreements are included in Appendix A. The bidder is aware that both sources of funding are being used on this project and that submission of a bid shall be treated as the bidder's acknowledgment of the associated compliance requirements, and commitment to adhere to the same. The Compliance requirements are outlined in the grant agreement, which shall include, but not limited to the following: nondiscrimination/sexual harassment provisions, payment and performance bonds, certificates of insurance with the Commonwealth Financing Authority and Adams County listed as additional insured, and PA Prevailing Wage applicability.
A Prebid Conference will be held at the East Berlin Area Joint Authority Office at 103 Locust Street, East Berlin, Pennsylvania 17316 on October 1, 2025 at 10:00 a.m. Prospective bidders may discuss the project at that time with representatives of the Owner and Engineer.
All bids shall remain irrevocable for sixty days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty days in compliance with Act 317 of 1978 approved November 26, 1978, as amended.
