This is the official Request for Proposal for Dobbins Base Operations Support (BOS) Services located on Dobbins Air Reserve Base, Georgia. The project scope is a service requirement to perform services in multiple functions to include Materiel Management, Ground Transportation and Vehicle Management, Traffic Management, Real Property Maintenance, and Fuels Management.
The RFP will result in a contract being issued on an ALL or NONE Basis to a single contractor. Evaluation of offers will utilize Performance Price Tradeoff procedures IAW FAR 15-101-2. An anticipated award date on 1 October 2023.
The resulting contract will consist of a 60-day phase-in period, 12-month basic period, four (4) one-year option periods and a six (6) months option period IAW FAR 52.217-8 that may be exercised at the discretion of the Government. This effort is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The solicitation will be posted on SAM.gov. All Amendments, Pre-Proposal Conference Minutes, Questions and Answers, and etc to the solicitation will also be issued via SAM.gov. Any proposal submitted by a business that is not classified as a SDVOSB by the Small Business Administration will not be evaluated.
A pre-proposal conference will be conducted at Dobbins ARB, GA on Tuesday, 18 April 2023. This is a one-day event and a maximum of two individuals per company will be permitted to attend. Full information for base access and any additional requirements may be viewed on the Site Visit Information attachment 26. This will be a full day starting at 0800 and anticipate ending at 1700-hours which includes a one hour lunch. The Government has a preliminary schedule for th eday; however, if there are any specific areas you would like to visit you may request to view those areas on the Entry Access Request form, Attachment 26 (second page). If the area is not part of the preliminary agenda, we incorporate as time permits.
