This is a Presolicitation Notice. This notice is issued by the Contracting Department, Marine Corps Installations East, Camp Lejeune, North Carolina. The requirement is for the installation and maintenance of an Intrusion Detection System and Access Control System.

This procurement will be conducted using FAR Part 12 (Acquisition of Commercial Items) utilizing FAR Part 13 (Simplified Acquisition Procedures). The Government's intent is to issue a single firm-fixed price contract to satisfy this requirement. This procurement is set-aside 100% for Small Businesses. The associated North American Industrial Classification System (NAICS) code for this requirement is 561621 Security Systems Services and the size standard is $20.5 M. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-94, effective 19 January 2017 and DFARS Change Notice (DCN) 20161222, effective 22 December 2016.

The solicitation will be available for download via the electronic data interchange at FedBizOpps,, on or about 15 May 2017. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the government must be registered in the System For Award Management (SAM) database, and agree to implement the Department of Defense web-based software application Wide Area Workflow Receipt and Acceptance (WAWF-RA) at All responsible small businesses may submit an offer, which will be considered.
