Description
Resilient Gradient-Based Proactive Routing

This synopsis is hereby issued in accordance with FAR 5.203. The Department of Navy, Naval Information
Warfare Center (NIWC) Pacific, intends to solicit, negotiate and award a Cost-Plus-Fixed-Fee (CPFF)
contract and subsequent modifications, on a sole source basis to Raytheon BBN Technologies (CAGE
3U6L5). NIWC Pacific requires architecture design, software development, testing, and performance
analysis of the proactive routing component of the Next Generation Routing Protocol (NGRP). The
objective of this program is to leverage algorithms, knowledge, and experience from previous related
efforts, with a particular emphasis on the Networks Advanced Naval Technology eXercise (NetANTX) prize
challenge, to create a unified routing protocol that is adaptive, efficient, and scalable under the conditions
typical of Navy networks.

The anticipated period of performance is 10 months. The Government estimates that the total effort (total
contract value) will be less than $250,000. The North American Industry Classification System (NAICS)
Code is 541511, Custom Computer Programming Services with a Size Standard of $34.0M.

The Government intends to negotiate solely with Raytheon BBN Technologies under the authority of 10
U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements.
