SOURCES SOUGHT NOTICE
Correct Structural System for Bldg 1 – Provide Temporary Shoring
INTRODUCTION
The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is seeking capability statements specifically from Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), as well as any
other Small OR Large business construction contractors for the purpose of determining if adequate competition exists to set aside a requirement to Correct the Structural System for Bldg 1 at Bay Pines VA Medical Center, Bay Pines, FL. The Government reserves the right to consider a SDVOSB, VOSB, or any other Small Business set-aside based on the responses hereto.
The North American Industry Classification System (NAICS) code for this procurement is 238190, Other Foundation, Structure, and Building Exterior Contractors with a size standard of $15.0 million.
Estimated solicitation release date for this requirement is mid-February to early March 2023, with a project period of performance TBD. Estimated award amount is anticipated to between $100,000 to $250,000. (Subject to adjusment).
SCOPE OF WORK
The work includes but is not limited to providing all labor, tools, materials and supervision necessary to provide structural shoring in the crawl space of Building 1 at the Bay Pines VA Medical Center. JS Held (VA Consultant) performed a Limited Structural
Assessment of Building 1 of the Bay Pines VAMC under project 516-22-120. The assessment found critical areas requiring temporary shoring. This project is for the design and construction (Design-Build) of the temporary shoring at the crawl space of Building 1 for the critical areas.” A portion of the JS Held Assessment is attached to this correspondence for further detail.
CAPABILITY STATEMENT
It is requested that interested small business firms having the capabilities necessary to
meet or exceed all aspects of the effort described herein, submit to the contracting office a
capabilities statement demonstrating ability to perform the services listed above.
The capabilities statement must consist of a:
1 page cover sheet referencing Source Sought Notice “36C248-23-Q-0529, “CapabilityStatement -Sources Sought Temporary Shoring to Correct Structural System for Bld 1, Bay Pines VAMC"
And:
1. Company Name, SAM.Gov Unique Entity ID, Address, Description of Principal Business Activity, Primary Point of Contact (E-mail address and phone number).
2. Specifically state the type of small business; i.e. SDVOSB, VOSB, Small Disadvantaged Business, Small Business, Women Owned Small Business, etc and that your firm is a small business IAW NAICS Code 238190.
3. All SDVOSB and VOSB shall provide verification that they are registered in https://veterans.certify.sba.gov/
4. Experience – Provide examples that shows that your firm has the capability to install temporary and/or permanent structural shoring under large building foundations.
5. Alternative solution or recommendation to Design Build route.
Capability statements must be submitted electronically, via e-mail, to Montez Simmons, VA Contracting Officer, at the following email address: William.simmons5@va.gov on or before February 10, 2023. VA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location.

Failure to respond to this notice does not exclude any interested party from futureconsideration for proposals which may be announced or solicited by VA.
