The magnitude of this project is estimated between $100,000,000 and $250,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236116 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. THIS PROCUREMENT IS UNRESTRICTED. The contract completion period is anticipated to be 1067 calendar days.
A sources sought notice (N62742BEQMCBH) for this procurement was posted on 19 April 2019 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision.
This is a source selection procurement requiring the submission of both technical and price proposals. Large business concerns will be required to submit a subcontracting plan as part of the proposal. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. For evaluation of experience and past performance, a relevant construction project is defined as "New construction of multi-story, multi-unit housing type building (bachelor quarters, dormitory, hotel, apartment, or condominium building) and multi-level parking structure, approximately $40 million or more in dollar value, completed or substantially completed within ten (10) years of the date of issuance of this RFP. Multi-story, multi-unit housing building and multi-level parking structure shall consist of concrete superstructure. As a minimum, the multi-story, multi-unit housing building or the multi-level parking structure shall consist of pile foundation. Alteration, renovation, or repair will not be considered as a relevant project. Substantially complete means at least 90% physical completion."
The Request for Proposal (RFP) will be available on or about 25 September 2019. Printed copies of the RFP will not be issued. The RFP, including the drawings, can be accessed via the Federal Business Opportunities (FBO) website after the RFP is issued. Contractors must register at the FBO website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments and drawings will also be posted at https://www.fbo.gov. It is highly recommended that firms register on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the FBO website periodically for any amendments to the solicitation.
Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov at the time of proposal submission.
A one-time pre-proposal site visit is tentatively scheduled for 16 October 2019 at 10:00 a.m. H.S.T. This site visit is to provide offerors with an opportunity to familiarize themselves with the jobsites and conditions to be encountered and is not for the purpose of answering questions. ALL offerors interested in attending the site visit (even if you are a DBIDS Credential holder) must submit the following information:

2. After you complete your pre-enrollment, you will receive an alpha-numeric pre-enrollment confirmation code and a QR code, which you can print, save as a PDF, and/or write down the alpha-numeric code. This pre-enrollment code must be submitted with your site visit request.
3. Please be sure to bring the two forms of identification you used to pre-enroll along with the printed QR code or alpha-numeric pre-enrollment code to show at the passhouse at MCBH in order to complete your DBIDS enrollment and to receive your pass.
4. If you have a DBIDS credential or a temporary DBIDS paper pass issued from another installation, you do not automatically have access to MCB Hawaii. You must still submit the required information listed above to Chelan Crane at email@example.com AND you must stop at the PMO Customer Service Center, B1095, MCB Hawaii, to verify your sponsorship and have your DBIDS credential programmed for MCB Hawaii access.

The tentative site visit meeting location can be found via Attachment (1); however, it is subject to change. Please meet at the BEQ site on 16 October 2019 at 10:00 a.m. H.S.T.
