This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number SP4703-19-Q-0067 is issued as a RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24.

The purpose of this contract is to receive consulting, and software programing, system maintenance, Shared Content Object Reference Model (SCORM) maintenance, and training tutorial support to the Training Requirements and Information Network extended (TRAINext) Learning Management System (LMS)/Individual Development (IDP) interactive system to support workforce career management for the Defense Contract Audit Institute (DCAI) and Defense Contract Audit Agency (DCAA).

Please refer to attached "Performance Work Statement" (PWS) for further details. In addition, please refer to attached Sole Source Justification for information pertaining to processing of this requirement on a sole source basis to PixLet Productions, Inc.

The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. LEARNING MANAGEMENT SYSTEM (LMS) CONSULTING AND SOFTWARE PROGRAMMING FOR THE DEFENSE CONTRACT AUDIT AGENCY

This is a request for quote of a commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to list of applicable clauses attached.

The North American Industry Classification System (NAICS) Code is 511210. The small business size standard is $38,500,000.00. This acquisition is a 100% Small Business Set Aside. This is a firm-fixed price contract that will have a Period of Performance of September 29, 2019 - September 28, 2020. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal.

As prescribed in 12.301 (c), the Contracting Officer may insert a provision substantially as follows: Evaluation-Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

•(a)
Definitions. As used in this clause- "Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization. "Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). "Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

•(b)
Electronic invoicing . The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

•(c)
WAWF access . To access WAWF, the Contractor shall-

Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov ; and

•(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

•(5) WAWF email notifications . The Contractor shall enter the e-mail address identified below in the "Send Additional Email Notifications" field of WAWF once a document is submitted in the system.
