Combined Synopsis/Solicitation (Best Value)
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires Tug Assist/Tug Services for the NOAA ship Bell Shimada.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2150-23-00310 is issued as a firm, fixed-price, commercial request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.
(iv) The NAICS code for this acquisition is 488330, Navigational Services to Shipping; the small business size standard is $41.4m. This acquisition is set aside for small businesses.
(v) Line items are as follows:
CLIN 0001: Tug standby services while the NOAAS Bell Shimada conducts sea trials at the mouth of Yaquina Bay
(vi) Description of requirements for the items to be acquired: The NOAA ship Bell Shimada requires a tug assist/tug service on standby during sea trials to test newly reformulated propulsion systems.
Vendor will need to provide a tug and operators to stand by during sea trials which will test the operation and constitution of new propulsion systems after Dockside repairs are completed. Sea Trials will take place over a 26-hour period the week of 09-Jan-2023. Sea Trials will take place near the mouth of Yaquina Bay, at the Yaquina Bay Sea Buoy which is approximately one (1) mile from the Yaquina harbor entrance. The tug and operators will standby in the event there’s a significant failure of the newly reformulated propulsion systems. Final date(s) of standby service needed are TBD - dependent on completion of dockside repairs.

(xv) Offers are due 12-Dec-2022 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers will not be considered.
