Title of Project: Repair Leaks in North Barbette Tier and Repoint North Exterior Wall and Interior Casements.
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. This is the solicitation being issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available in Adobe PDF format; and drawings are available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

The National Park Service (NPS), Department of Interior, is seeking responses from construction
contractors who have the capability and interest in a single construction contract to repair leaks in
North Barbette Tier and repoint North Exterior wall and interior casements.
Project Location: Fort Point, Fort Point National Historic Site, Golden Gate National Recreation
Area, San Francisco, CA
Fort Point, constructed in 1861, is a National Register property that contributes to the Presidio
of San Francisco National Historic Landmark District. Because of its significance, all parties are
to take all measures necessary during the performance of the work to maintain and protect the historic fabric of the building and site.
The Work includes, but is not limited to:
Repair and repointing of interior and exterior brick masonry.
Cleaning and removal of biological growth at brick masonry.
Removal and replacement of existing concrete slabs and waterproofing membrane at Barbette Tier, including new drainage details.
Replacement of sealant joints
Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price.
Estimated Price Range: $1,000,000.00 to $5,000,000.00
Estimated Period of Performance: Summer 2019 - Summer 2020
Proposal receipt date is May 14th, 2019 by 2:00 pm MT.
A pre-proposal meeting will be held on April 9th, 2019 at 10:00 am PT participants will meet at Fort Point National Historic Site, Fort Point Theatre, Fort Mason Bldg. 201, San Francisco, CA,as noted in "Section L" of the solicitation.
It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns.
Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. The purpose of this Amendment No. II is to clarify the site visit location. Participants will meet at: Fort Point National Historic Site, to gather in Fort Point Theatre.
The Solicitation, Section L, Clause 52.236-27, Site Visit (Construction) - Alternate I (FEB 1995), is changed to read as follows:
a) The clauses at 52.236-2, Differing Site Conditions, and 52.26-3 Site Investigations and Conditions Affecting the work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
b) An organized site visit has been scheduled for
Tuesday, April 9, 2019 at 10:00AM.

The purpose of Amendment No. 3 is to provide the sign-in sheet and the power point presentation held on April 9th, 2019 at Fort Point National Historic Site.
The purpose of this amendment is to clarify the Past Performance Questionnaire and update the General Wage Decision.
1. Due to the conflict between the solicitation, Section L, Sub-factor D - Past Performance which states: "Forms shall be submitted with the prime contractor's proposal" and the Past Performance Questionnaire which states: "Reference to complete Sections C and D and transmit back to Contracting Officer listed in Section E", the Past Performance Questionnaire will be accepted either way. A revised Past Performance Questionnaire is provided.
2. The Davis Bacon Wage Determination is updated to: General Decision Number: CA190018, 05/03/2019, CA18. The updated General Decision is provided.
The purpose of this amendment no. 5 is to provide a revised Summary of Work. See Attached.
The purpose of this amendment no. 6 is to provide questions, answers and other associated documents.
