The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract for these services. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors.
The North American Classification System (NAICS) code for this requirement is 621991, "Blood and Organ Banks", "Organ Banks, Body". The Small Business Size Standard is $32.5M.For reference purposes.
The following requirements for the cadavers are being provided for reference purposes:
a. Provide no less than five (5) cadavers on a quarterly (90 day) basis. There will be a fifth training time to be determined with 60 day notification. This is to train at least 125 students on each field training exercise. Cadavers will be on site no less than 4 days and no more than 30 days.
b. The same five cadavers are to be utilized during each of the training periods.
c. Provide no less than twenty (25) cadavers on an annual basis to train at least 625 students annually.
d. Whole Body Cadavers shall be fresh frozen. Preservation in formaldehyde is not adequate for this training.
e. Fresh Frozen Whole Body Cadavers must be delivered in optimal condition to Fort Hood Training site.
f. Serology services must be performed in advance on each Fresh Frozen Whole Body Cadaver to ensure no infectious diseases are present.
g. Cadavers must be delivered and recovered at the Medical Simulation Training Center (MSTC) at Fort Hood, Texas. (Bldg. 19032 Murphy Road, Fort Hood, TX 76544). Plan for the time required to get a gate pass at the welcome center to gain access on post.
h. Testing, transportation and final disposal will be accomplished in accordance with required policies, regulations and procedural practices as required by law.
i. Selected Vendor will provide clean-up services at training site, cremation services for cadaver models and associated paperwork (e.g. - Death Certificate, etc.) to compliment the cremation / final body disposition service.
j. Cadavers (patient models) will be on site no less than 4 days and no more than 30 days. Dates for delivery will be once a quarter with one training exercise to be determined during the fiscal year. Notification of this training will be at least 60 days prior to the training event.
Base is 1 October 2019 to 30 September 2020.
Option one is 1 October 2020 to 30 September 2021
Option one is 2 October 2021 to 30 September 2022
Option one is 3 October 2022 to 30 September 2023
Option one is 4 October 2023 to 30 September 2024
k. Delivery is before 1100 on delivery date. Pick up will be upon notification from the point of contact.

Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to deliver the services listed above. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information:
•Offeror's name, address, point of contact, phone number, and e-mail address.
•Offeror's interest in providing a proposal/quote on the solicitation when it is issued.
•Offeror's capability to meet personnel requirements.
•Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute maintenance services for this equipment, comparable work performed within the past 5 years -brief description of the work, customer name, timeliness of performance, customer satisfaction, and dollar value of the work) - provide at least three (3) examples. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and expertise and experience to compete for this acquisition.
•Offeror's type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability.
Interested parties are responsible for marking information that is proprietary in nature. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract for the Dimension EXL LM chemistry analyzer. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available.
