The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with S&P Global Market Intelligence LLC., for the acquisition of CapIQ Financial Data software solution needed by the Associate Director for Management Resources (ADMR) at NIST, Gaithersburg, Maryland for one (1) year.
Sole Source determination is based on the need to acquire Cap IQ Financial Data software solution that provides both public and private company data, equity research and other industry financials required by the CHIPS Program Office (CPO) Investments and Risk to perform the required analysis and review of the Notice of Funding Opportunity (NOFO) applications.
The CAP IQ solution provides a single source of required financial information required by the CPO for use in financial analysis, a core function of the CHIPS Program Office Investments team. CapIQ provides company financial information for public and private companies in a user-friendly manner that is easily incorporated into Microsoft Excel, reducing the manual burden of data analytics. It is also a single source of information, is proprietary to S&P and not available through resellers.
If NIST were to deviate to an alternate solution, CPO will be delayed in the timely review, analysis and response to the leading-edge applications which will have significant downstream impacts on the success of the CHIPS investment program.
The North American Classification System (NAICS) code for this acquisition is 513210 – Software Publishers. The small business size standard is $41.5M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 am. Eastern Time on April 7, 2023, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
