A tour of the SBX-1 vessel will be held on February 28, 2023 from 0800 – 1200 Hawaiian Standard Time at the vessel, located at Pier F-13, Joint Base Pearl Harbor-Hickam (JBPHH) on Ford Island, Hawaii. The purpose of this vessel tour is to provide an orientation to the SBX vessel as the primary operating location for the MI contract.





Tentative schedule for planning purposes:



0730-0800 Registration and Welcome



0800-0815 Safety Brief



0815-1200 Vessel Tour



1200 Adjournment





In order to attend the vessel tour, companies shall RSVP to the sbxmi@mda.mil address. The subject line shall state “SBX-Vessel Tour RSVP.” Vessel tours are restricted to two (2) attendees per company. Please include in the body of the email the name of up to two attendees from your company that will be attending, and include the attached SBX-1 Trip Request Form, for each attendee. No RSVP’s will be accepted after 1600 CDT February 20, 2023. The Government will not assume liability for costs incurred by an attendee. All costs associated with attending this Industry Day Event will be solely at the attending party's expense. Participation in the SBX-MI source selection is not contingent upon taking the SBX-1 vessel tour.





Below is some general information for SBX:




  • Ensure all visitors have their CAC or a Government-issued picture ID with them (Driver's License, Passport, etc.).

  • There is not an elevator to the SBX, so all visitors will have to climb approximately 150 steps.

  • Visits are not recommended for those who are not in good physical condition or who have a fear of heights. The stairs to the main deck are on the outside of the center column.

  • No open toe shoes or heels.

  • Photography on SBX is restricted in some areas. Please check with your Escort before taking any photos.

  • Bags and electronics of any kind are prohibited in certain areas, so try to bring only necessary items. Prohibited electronics include, but are not limited to, any cellular device (handheld or worn on wrist), cameras, thumb drives, MP3 players, video and/or audio recording devices. Temporary storage for those items is available outside each of those spaces.

  • Alcoholic beverages and personnel under the influence are prohibited.

  • Possession of firearms, explosives, and ammunition or personal knives are also prohibited.

  • Visitors are reminded that all bags and packages brought into the facilities are subject to inspection at all times by security personnel.

  • Park in the area past F-13 on Saratoga Boulevard and enter the fence at one of the pedestrian gates. Meet the tour guides under the large tent.





CAC or Military ID holders can access JBHH. White (government) CAC and Military ID holders can escort non-CAC or Military ID holders.



Unescorted non-CAC or Military ID holders must complete SECNAV Form 5512/1 and JB Form 0-180 and return to the sbxmi@mda.mil email address via encrypted email no later than February 10, 2023. Non-CAC or Military ID holders must check in at the JBPHH Pass and ID Office (Building 3455, adjacent to Nimitz Gate, or 1250 South Drive, Honolulu HI) and present a picture ID prior to entering through the Ford Island gate access point.



The vessel tour also requires a Visitor Access Request (VAR) to the SBX for each attendee. The VAR must be verified seven (7) calendar days prior to the scheduled visit. The preferred method for VAR submission is the Defense Information Security System (DISS) using the following Security Management Code (SMO): DDAAUSBX-MDA SBX-107. If DISS is not available, the VARs can be submitted via telephone to the Facility Security Officer at 719-721-1842.





All VARs must include at least the following information:






  1. Name and address of the organization transmitting the VAR

  2. Name of the organization to which the individual(s) on the VAR is visiting

  3. First Name, Last Name, SSN, Date-of Birth, Place-of-Birth, and Citizenship of each individual listed on the VAR

  4. Clearance Level (collateral clearance) of each individual listed on the VAR

  5. Organization granting the clearance and the most recent background/suitability investigation for the clearance was satisfactorily completed

  6. Dates of visit

  7. Contract/RFP #

  8. Point-of-Contact for the visit is Mr. Jonathan Boyd

  9. Unclassified statement as to the purpose of the visit

  10. Name and signature of security officer or individual certifying clearances of individuals cited in the VAR





Visitors are encouraged to confirm their VARs have been successfully processed in advance of the event. The SBX Facility Security Officer number is: 719-721-1842.





Note that the Government will not entertain questions regarding the SBX-MI source selection during the SBX-1 vessel tour. Questions will be limited to the vessel itself. Therefore, posting questions and answers on SAM.gov is unnecessary.
