Description

Notice of Intent to Issue a Sole Source Award. The intent of this Special Notice is for informational purposes only. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA) intends to award a sole source firm fixed price contract pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to:



Freeman Water Treatment of MS, LLC.



4716 Lynch Street Ext.



Jackson, MS 39209



Description of Requirement: The objective of this sole source award is to procure ALL equipment, labor, parts, and materials to provide annual maintenance, provided quarterly or as needed, for Stoneville, MS Reverse Osmosis System for NBCL Building#80, Building#2 Boiler Room, and Building#2 Growth Chambers. Work to be performed in strict accordance with Statement of Work (SOW).



Provide for Bldg. #2 Boiler Room (Sy stem is RO/DI Polish complete from inlet to outlet):




  • Services Quarterly or as needed

  • Service includes DI tank exchange, RO pre-filter, salt for brine tank, performance check on RO and system.

  • All service calls, consumables, labor for repairs needed to maintain system shall be covered.

  • Provide Maintenance Results to USDA



Provide for Bldg. #2 Growth Chambers (System is RO/DI Polish), to lease and maintain the following:




  • Services Quarterly or as needed

  • (1) FRER02, reverse osmosis unit

  • (1) 300C: 1.2 CF potable exchange carbon tank

  • (1) CF automatic water softener

  • (1) 300-gallon storage tank

  • (1) SS delivery pump

  • (1) 85-gallon volume bladder tank

  • (2) 300MB: 1.2 CF portable exchange mixed bed tanks

  • (1) 20” post DI filter bowl with 5-micron filtration

  • Provide Maintenance Results to USDA



Provide for Bldg. #80 NBCL (System is RO/DI Polish), to lease and maintain the following:




  • Services Quarterly or as needed

  • (1) FRER03, reverse osmosis unit

  • (2) UVBB-1, 15 gpm UV lights

  • (1) Myron-L quality monitor/controller

  • (4) 12MB, 2.6 CF portable exchange mixed bed tanks

  • (1) 14C, 3.6 CF portable exchange carbon tank



This product is requested to support the USDA/ARS/SEA, Jamie Whitten Delta States Research Center (JWDSRC), Stoneville, MS location.



This Notice of Intent is not considered an Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Quotations (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. No solicitation document is available and telephone requests will not be accepted. Responsible sources meeting the requirements may identify their interest and technical capability to this requirement. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.



All responses must be submitted to the Government by email only to Monte Jordan at monte.jordan@usda.gov and shall be considered by the Agency. All responses should be submitted by Wednesday, February 1, 2023, no later than 12:00 p.m. Central Time (CT). The email subject line shall state: 12405B23Q0067 Notice of Intent to Sole Source. The Government will be the sole determiner regarding an offeror’s ability to meet all requirements. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
