The Space and Naval Warfare Systems Command (SPAWAR), Multifunctional Information
Distribution System (MIDS) International Program Office (IPO), intends to award
value modification to extend the contract period of performance from five to
ten years to
contracts N00039-15-D-0042 held by Data Link Solutions (DLS), LLC (350 Collins
NE, Cedar Rapids, IA 52498) and N00039-15-D-0043 held by Viasat, Inc. (6155 El
Camino Real, Carlsbad, CA 92009). The ceiling and scope will remain unchanged.
The authority for other than full and open competition is 10 U.S.C. 2304 (c)(1)
and FAR 6.302-1, Only One Responsible Source and no other supplies or
services will satisfy agency requirements.
The Multifunctional Information Distribution System (MIDS) program is
program with joint service participation. The Department of Defense (DoD)
the program to design, develop, and deliver low volume, lightweight tactical
system terminals for U.S. and Allied fighter aircraft, bombers, helicopters,
ground sites. The MIDS MIDSLow Volume Terminal (MIDS-LVT) is an Information
Technology/National Security Systems (IT/NSS) that provide Link-16 tactical
communication data link, tactical air navigation (TACAN), and voice capability.
