Intent to award single source - Base Telecommunications Service

This requirement is for base telecommunications services (BTS) in support of the McConnell Air Force Base (AFB), KS.

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 541519 - Other Computer Related Services. McConnell AFB, KS intends to award a single source requirements contract as authorized by AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), to Mainstream IP Solutions, Inc.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: the limited time to re-procure this service due to AFIMSC's unexpected retraction of funds, causing this to be a sole source acquisition. The short 9-month PoP will allow for a proper, competitive acquisition in the near future.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quotation which shall be considered. Responses shall be submitted via e-mail to the listed POCs no later than 12 December 2022 at 07:30 AM Central Standard Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent SS – BTS”. Note that e-mail filters at McConnell AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at McConnell AFB. If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent. The e-mail filter may delete any other form of attachments.
