INTENT TO AWARD A SOLE SOURCE AWARD
The U. S. Department of State, Office of Acquisition Management intends to award a sole source procurement for a firm fixed price services Indefinite-Delivery Indefinite Quantity (IDIQ) contract for a Base (12-Months) and Two Option Years (12-Months each) to the Intercontinental Barclay Hotel in New York, NY, in support of the annual United Nations General Assembly (UNGA) to be held in New York.
The delivery of services are required 10 days or sooner after contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1) o 41 U. S. C. 253(c)(1) under FAR 6.302-1(d)(2), “Only One Responsible Source and no other supplies or services will satisfy agency requirement.”
The Executive PTO has a requirement for a hotel within close proximity (walking distance) of the United Nations Headquarters, New York, NY responsible for securing hotel accommodations, rental of venue / functional meeting space, rental of audiovisual equipment/technician support / laborers and other logistical items required during this event for the most Senior High Level USG Participants attending UNGA.
Security and logistics are the Department of State’s primary considerations when procuring hotel accommodations and venue space. The security and logistical teams made determinations during market survey conducted among prominent hotels that were in proximity (walking distance) to the United Nations Headquarters, discussing/assessing strengths and weaknesses of each venue.
Consideration of VIP participants, availability of venue space and the location are taken into consideration as determining factors. Unique requirements for security and communications support are under severe time limitations and always a determining factor in the selection process, as its capacity to be augmented to the unique requirements necessary to support certain most Senior High Level USG Participants attending UNGA.
Due to the complex and compelling security and logistical requirements of UNGA, and the Department must be able to obtain a safe and secure facility for Senior High Level USG Principals. In meeting this requirement, it has been determined that the space and location of The Intercontinental Barclay in New York uniquely meets the special security requirements essentials for its VVIP attendees during UNGA.
No solicitation package will be issued on FedBizOpps. The intent of this notice is not to request competitive proposals and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
