Description View Changes

DLA Troop Support has issued a Request for Proposal (RFP) for a Firm-Fixed-Price with Economic Price Adjustment (EPA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) Long Term Contract (LTC) for the manufacture and delivery of AM2 Pallet and Mat Assemblies. The NSNs are 5680-01-176-9076, 5680-01-371-7337 and 5680-01-371-3724. These items are to be manufactured in accordance with the issued specifications and drawings.



The RFP is a 100% Small Business Set-Aside acquisition and will consist of a base ordering period of two (2) years and three (3) one-year option periods. The Government intends on making multiple awards. The exact number of contracts awarded will be based on a determination by the contracting officer at the time of award. The Government reserves the right to make a single award if it is in the best interest of the Government.



The anticipated contract maximum will be $148,000,000.00.



Delivery will be FOB Origin. The Government’s required delivery schedule is 150 days after date of order.



A Government First Article Test is required and the appropriate clauses providing the details will be included in the solicitation.



FAR Part 15 Contracting by Negotiations procedures will be utilized. Lowest Price Technically Acceptable in accordance with FAR 15.101-2 will be the source selection approach.



Opening Date: July 15, 2022

Closing Date and Time: October 21, 2022, at 3:00 PM EST



Amendment 0002 includes the following:

1. The closing date for receipt of proposals is hereby extended to October 21,2022, 3:00 PM, Local Philadelphia time.

2. Questions submitted by interested parties and Government Responses.

3. Drawing Discrepancies - All drawing updates are attached to the data package in c-folders.

4. Submitted proposals must include one signed copy of Amendment 0002.





Questions were submitted by interested parties. DLA Troop Support has prepared answers to these inquiries. An offeror’s questions may not appear in exact wording or format submitted due to consolidation of questions:

1. Question:



-If we quote the F44, F71 and F72 are we allowed to propose an optional version of the 3 that is the same functionality and operational but less expensive?



-Are we allowed to provide in place of the specific drawings of F44, F71 and F72 an option of a better faster less expensive version?



-Will a bid be accepted if it meets all the performance and operational specifications without bidding the exact F44, F71 and F72?



Answer:



Please reference page 4 of the solicitation, Single or Multiple Awards, (d) Conditional award on alternate offer.



Please note that any request for variances, waivers or deviations shall be submitted with the proposal.



2. Question:



Are we sure the Economic Adjustment clause in the new solicitation is the way the Government wants to go?



Answer:



The Economic Adjustment clause will be included in the solicitation and award. Economic Adjustments will be done annually.



3. Question:



While in the process of gathering pricing information for the subject Solicitation, our company learned that the tooling required to produce extrusions for the AM2 pallet is owned by the government. While we are able to obtain a quote, we are informed that we’ll need a letter authorizing us to use the tooling. Is this letter commonly provided after award?



Answer:



There is no government owned tooling.



4. Question:



Will the government exclude First Article costs from the Total Evaluated Contract Price?



Answer:



The First Article Testing (FAT) costs are not included/rolled into the item unit costs for the purposes of evaluation. However, the Government has to consider FAT cost in terms of reasonability. Especially if multiple companies submit an offer who are required to perform the FAT.
