The U.S. Department of Housing and Urban Development (HUD) intends to award a sole source contract to REIS Services, LLC, 530 Fifth Ave., 5th floor, New York, NY 10036, under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Title 41 - USC 3304 (a)(1).
The Deputy Assistant Secretary, DAS for Risk Management and Regulatory Affairs Office needs access to real estate market data to assist with assessing risk and forecasting investments and asset related activities. Current and past performance online economic data is required to support this function.
This subscription database shall furnish and provide (1) access to online databases that provides housing market analysis data, including all rent comparability, submarket and metropolitan market report for 165 primary, secondary and tertiary metropolitan multifamily markets, including quarterly executive level summary data, rankings and analyses on U.S. and regional markets, as well as a variety of special research studies (2) sales comparability module for apartment transactions for properties valued over 2 million for 80 primary and secondary markets and for 85 tertiary markets (3) transaction analytics module that includes sales transaction activity that provides mean, median and 12-month rolling cap rates, sales price data by price per unit or square foot, and total transaction volume. Transaction trend data is required to be available on a quarterly basis from the period of 2005 for metropolitan areas, regions, and the U.S. This module should also provide data on top deals, with buyer and seller information, and key submarket transaction activity (4) single property valuation tool to calculate assumptions or observations on current building performance. License are needed for 40 users.
The period of performance is for a 12-month base period plus four 12-month option periods. The NAICS code is 519130 Internet Publishing and Broadcasting and Web Search Portals, the size standard is 1000. This notice is not a request for competitive quotations or proposals.
However, any firm that believes it can meet these requirements may submit a written response via email to Darlene Pope at the email address below by 10:00 AM Eastern Standard Time (EST) on February 9, 2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, HUD will proceed with the sole source award to REIS Services, LLC. The anticipated award date of this requirement is around April 24, 2018.
