CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THIS IS NOT A
REQUEST FOR PROPOSALS AND DOES NOT BIND THE GOVERNMENT TO
AWARD ANY CONTRACT.
The internal reviews have taken longer than expected and we now project the RFP coming out around April 20, 2023.

Assistive Listening Devices for Veteran home use

Synopsis:
The Department of Veterans Affairs (VA), Commodities & Services Acquisition Service (CSAS),
555 Corporate Circle, Golden, CO 80401, has a requirement to Assisted Listening Devices for Home-Use to Veterans.

These Assisted Listening Devices are purchased through the VA Denver & Logistics Center (DLC) for distribution and/or enrollment to individual VA medical facilities and/or directly to the Veteran patients. The awarded contractor(s) shall provide an uninterrupted source of supply of various Assistive Listening Devices that meet or exceed the specifications and deliver within the terms of the awarded contract(s).

This requirement includes the following categories:

Product Descriptions

Category 1: Radio Frequency (RF) TV Amplification Device NAICS code 334220: TV listeners use a radio frequency to transmit the sound from the transmitter connected to the TV to receiver (example: headset, speaker or neckloop, stream through hearing aids and can provide closed captioning).

Category 2: Signaling/Alerting Systems NAICS code 334290: Devices that rely on amplified sounds, visual cues, and vibrations to alert you to sounds in your environment. Some examples include doorbell alerts that use flashing lights, vibrating and flashing smoke and carbon monoxide detectors.

Category 3: Wireless Bed Shaker NAICS code 334290: Devices that are placed under a pillow or under a mattress, the bed shaker will produce a vibration when activated by a connected device.

Category 4: Alarm Clocks NAICS code 334519: devices that feature high levels of sounds, lights and/or physical vibration.

Category 5: Personal Amplifiers NAICS code 334310: devices that include a microphone and a listening cord that bring the sound you wish to hear closer to your ears. They can be useful in places where FM, infrared, and induction loop systems are not available.

Category 6: Amplified and Power Telephones (Corded and Cordless)
NAICS code 334210: devices that allow you to turn up the volume as necessary to hear speech clearly. Some features may include captioning, amplified ringtones, and hearing aid compatible devices.

Category 7: Tinnitus Machines/Equipment NAICS code 334510: Devices that generate noise to mask and distract from the ringing sensation of tinnitus symptoms.

We anticipate issuing a Request for Proposals (RFP) in approximately 30 days at SAM.gov, however, all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Department of Veterans Affairs, you must register your firm with the System for Award Management at SAM.gov AND in the Veteran Small Business Certification (VetCert) database if applicable, (VetCert registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS codes.

Registration is free and potential contractors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM.

The VA intends to award multiple firm fixed-price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. The resulting award will consist of a one-year (1) base with four (4) option years. Any award will be based on the best value to the Government. This requirement will be solicited as a Full and Open procurement that will consider price and past performance in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation. Prospective offerors are encouraged to register their interest in the solicitation on the Contract Opportunities website to receive notifications of any solicitation and/or amendments postings.
