THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a sole-source contract with EMERGENCY MANAGEMENT ACCREDITATION PROGRAM INC, for the on-site assessment of USACE Portland District’s emergency response capabilities and emergency management program. Following the on-site assessment and execution of any needed improvements, USACE Portland District intends to become “EMAP” accredited, which will also be included in this contract action.
REASON FOR SOLE SOURCE ACQUISITION:
The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b), Soliciting from a single source.
https://rsc.usace.army.mil/: “The USACE Readiness Support Center (RSC) serves as an enterprise center of expertise dedicated to ensuring and improving USACE’s capability to respond to civil and military contingencies under the Directorate of Contingency Operations, Office of Homeland Security. The RSC manages and executes four national programs to support that overarching goal: TEAMS, EMcip, DTOS, and ENGLink.
The TEAMS program provides training and exercise development, personnel and organizational accreditation, and disaster modeling and simulation. TEAMS manages the curriculum development for contingency responders, including approximately 30 distance learning courses, and, in coordination with districts, Divisions, and HQUSACE, supports more than 40 Annual Training Guidance (ATG) events (training, in-residence and distance, exercise, workshops, conferences, meetings) each year. This robust training and exercise schedule is maintained to align goals and objectives with scenario based simulated environments to facilitate readiness in an interesting and engaging way.
The RSC TEAMS program also administers the Emergency Management Accreditation Program (EMAP www.emap.org ) within USACE. The EMAP program is USACE's QMS process for Emergency Management. Management for the program consists of contract oversight with specific tasks for each division to train accreditation managers and assessors, providing oversight of the program within the enterprise, and to assist in coordinating assessments for site reaching compliance.”
In order to be in compliance with USACE readiness systems and procedures, Portland District has been chartered to become EMAP accredited.
The Government intends to advertise a solicitation for this project on or around 22 December 2022. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
