This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.

The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), & Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, & WOSB are highly encouraged to participate.

Small Businesses participants are reminded under FAR 52.219-14, Limitations on Subcontracting (Deviation 2021-O0008) for supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract.

Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis.

Interested Firms shall respond to this Sources Sought Synopsis no later than 2:00 PM CST on February 10, 2023.

The North American Industry Classification System code for this procurement is 238220, Plumbing, Heating, and Air Conditioning Contractors, which has a small business size standard of $19M.

The Product Service Code is Z2KA, Repair or Alteration of Dams.

Estimated duration of the project is 720 calendar days.

Magnitude of Construction: Between $5M and $10M.

All interested firms must be registered in System for Award Management (SAM) to submit bids/ quotes/ proposals on Government solicitations.

Project Description




  1. All exposed raw water piping in plant shall be replaced. This includes all valves, fittings, solenoid valves, flow switches, flow meters, and modulating valves. The electrical connections to solenoid valves shall be new. All hangers and supports, running through the plant, shall be replaced with new 304 or 316 stainless steel hangers and supports included rods, bolts, inserts, anchors, etc. Anti-seize shall be applied to all threads. Embedded pipe is not to be replaced except as noted in the drawings. Hose bibbs are to remain.

  2. Replace turbine raw water piping that supplies bearings, seal, packing box, and generator piping. This includes all valves, fittings, solenoid valves, flow switches, and modulating valves. The generator air coolers are to remain and shall be reconnected to the new pipe. The electrical connections to the solenoid valves and flow switches shall be new.

  3. The thrust bearing oil coolers shall be relocated and replaced with shell and tube heat exchangers. Route raw water piping from existing connections to new external heat exchanger. Provide oil piping to and from the thrust pot. Oil supply piping shall terminate in the thrust pot through the existing cooler hole and return to the cooler from the bottom of the thrust pot. Provide AC and DC pumps, including motor controls, control circuits, and power supply circuits, to circulate thrust bearing oil. Thrust pot connections shall be located such that they can be easily removed for servicing the thrust bearing. This work shall be coordinated with powerhouse personnel; powerhouse personnel are to drop the thrust pot for access to the existing coolers. Provide 2 weeks’ notice for lowering of the thrust pot.

  4. Turbine bearing coolers shall be replaced with shell and tube heat exchangers properly sized for the existing heat load.

  5. The eductors in the penstock gallery shall be removed and replaced with Fox Venturi Products 624396 liquid eductor or approved equal with 10-inch supply, 14 inch suction, and 14 inch discharge.

  6. Dual basket strainers in the penstock gallery shall be replaced with simplex strainers and have a corrosion-resistant coating such as baked on epoxy coating.

  7. All raw water piping in the plant that is currently insulated shall have new insulation installed when the piping is replaced. This includes but is not limited to the generator air cooler supply and discharge piping, the thrust bearing cooler supply and discharge piping, the turbine bearing cooler supply and discharge piping, and associated valves and flowmeters. The piping inside the generator air cooler housing shall not be insulated. In addition, the raw water piping in the air conditioner room that supplies the air conditioners shall be insulated. All insulation shall have a PVC jacket.

  8. Once existing pipe is removed, embedded pipe shall be inspected using a camera in the specified locations as shown on the drawings. Depending on the findings, additional inspection may be required. Camera shall include a laser pipe-profile attachment. Contractor shall submit the video of the pipe and the profile output.

  9. After the camera inspection of the embedded pipe, hydro-cleaning of the pipes may be required if authorized by the Government.

  10. The 18-inch tailwater gauge vertical pipe shall be replaced in kind from the bottom at Floor 695 level to 20 feet above, approximately 715 elevation.

  11. Lead-based paint abatement and painting shall be done only in areas where work is performed or where damage has occurred under this contract. Contractor shall take samples to determine if lead is present and create abatement plan accordingly.

  12. All ferrous materials shall be painted with Sherwin Williams Dura-Plate 301 plural component epoxy or approved equal. Surfaces to be painted shall be prepared according to manufacturer recommendation. Paint shall be applied according to manufacturer recommendations.

  13. At all pipe penetrations to concrete walls that have a lead and oakum seal, the seal shall be replaced with lead and oakum or approved alternative.

  14. Asbestos is expected in the pipe insulation, gaskets, and possibly in old wiring. Contractor shall take samples to determine type and create abatement plan accordingly.

  15. Contractor shall perform all inspections and testing as required in this contract.

  16. Contractor shall provide training for the plant personnel.

  17. Contractor shall provide as-built drawings and Operation and Maintenance Manuals.

  18. Provide grating where indicated in the contract drawings.

  19. Work on the Unit 3 penstock drain will require sandbagging around the drain to perform the replacement of the unwatering valve and pipe. This is to manage leakage past the intake gate.

  20. OPTION Provide air conditioner cooling coils for both HVAC units as shown in the drawings.
