The New Hampshire Army National Guard (NHARNG) has a requirement for Digital Media Support Services. NHARNG anticipates that this contract will include a one (1) base year and four (4) option years. The successful contractor shall be required to provide an analytical study at the beginning of each performance period. In addition, they will also perform website development & maintenance, maintain local business listings, purchase advertisements, provide social media support, conduct an email drip campaign, and produce short version commercial videos. This request for proposal (RFP) follows the New Hampshire Army National Guard’s pre-solicitation notice, W912TF-23-R-0001, issued earlier on 1 December 2022.

The Government intends to award a single contract to the offeror who submits a proposal that represents the best value to the Government in terms of technical acceptability, price, and past performance. Please see the attached solicitation, W912TF-23-R-0002, for a full description of how the Government intends to evaluate proposals submitted in response to this RFP. This solicitation is 100% set-aside for small businesses under the North American Industry Classification System (NAICS) code 516210- Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers (a small business size standard of $41.5M)

All services shall be performed on weekdays during normal business hours. The primary place of performance shall be 1059 Canal Street, Manchester, NH 03101; however, the Government intends that most (if not all) of this work will be performed remotely. To be considered for award, interested parties must submit their proposals on (or before) 4:00 PM EST on 10 February 2023. In addition to proposals, interested parties must also submit: A) a completed & signed pricing sheet by the close of the RFP; and B) points of contact for any Government contracts held within the past three years to validate successful past performance. If an interested party has not held a Government contract prior to this point, they may submit contact info for any successful commercial contract provided that performance was completed within the past three years. Offerors are to submit no more than five (5) contracts for evaluation.

All technical or contractual questions shall be submitted in writing via e-mail no later that 12:00 noon EST on 27 January 2023 to Corey Caza at corey.d.caza.mil@army.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the performance work statement requirements, or any other portion of this solicitation, then an amendment to the solicitation will be issued. The subject of your email must include your company’s legal name as well is the solicitation number of this requirement (W912TF-23-R-0002). Be sure to fully describe the nature of your inquiry in the body of your email. For example the subject of your email should be similar to the following: “Quote Submission by Company XXXXX, Solicitation Number W912TF-23-R-0002 Company XXXXX Question Regarding Solicitation Number W912TF-23-R-0002.”
