The U.S. Forest Service (USFS) is issuing a Sources Sought to gain knowledge of
interest and capabilities of the Small Business Community, interested in contracting to
provide Design-Build (DB) services to replace the buildings and sitework for the
London Ranger District of the Daniel Boone National Forest located in London, KY.
1. About the Forest Service
Established by Congress in 1905, the mission of the Forest Service is to sustain the
health, diversity, and productivity of the nation’s forests and grasslands to meet the
needs of present and future generations. We manage public lands in the form of
National Forests and National Grasslands, provide technical and financial assistance to
state and private forestry agencies and make up the largest forestry research
organization in the world.
2. The Forest Service’s Built Environment[AT-F1]
The agency’s Built Environment refers to the physical infrastructure of fire,
administrative, research, and recreation buildings, landscape structures, site
furnishings, structures on roads and trails, and signs installed or operated by the
Forest Service, its cooperators, and permittees.
The elements of the built environment constructed on National Forest lands and
Grasslands, or those used for administrative purposes in rural areas, towns, and cities
incorporate in a practical manner the principles of sustainability, reflect their place
within the natural and cultural landscape, and provide optimal service to our
customers and cooperators.
Our infrastructure will:
1. Be located, planned, and designed with respect for the natural systems in which they reside.
2. Aesthetically integrate their natural, cultural, and experiential context.
3. Contain design elements that reinforce a national agency identity.
4. Emphasize efficiency of energy and materials consumption in construction and operation.
5. Serve as premier examples to interpret conservation of natural resources and sustainable development.
6. Create environments for people to enjoy and gain increased appreciation for the natural environment, and in which employees
work productively, experiencing the connection to the resources they manage.
7. Use wood and wood products where appropriate in the construction, alteration, repair and operation of our infrastructure.
1. Project Information
1. About the London Ranger District Administrative Site
The Forest Service has managed the London Ranger District on the current five acre
site since the mid-1960s. The upcoming US 25 improvement will involve the
construction of a new street through one side of the site, reducing it to 3.5 acres and
making the existing layout inefficient for the District’s continuing operations.
1. 1. Project Overview
This project will demolish all existing buildings and construct a new 7,500 SF office, a new 4,000 SF warehouse and shop, a new
3,200 SF covered storage building, add new prefabricated oil, chemical, paint, and seedling storage buildings, and construct new
driveways and parking.
A third-party green building certification of at least two Green Globes or LEED Silver will be required. In addition, the project will be
designed to the National Renewable Energy Lab’s Solar Ready standard, and the Forest Service is considering Net Zero for
the project.
As part of our mission to promote the use of wood and wood products, the new office and warehouse will require the use of mass
timber as part of their design.
The Forest Service will vacate the site during construction.
1. 1. Delivery Method
The Government will use a Design-Build delivery method for this project. The Statement of Work for the DB contract will include
indicative drawings and performance specifications of key systems to illustrate design intent. The Government 1. Set Aside: Small Business

4. Size Standard: $39.5M
5. Contract Price: The project is subject to a cost ceiling of $5.4M for design andconstruction.
Solicitation Availability: The USDA-FS anticipates the solicitation will be available on/about 05 Aug 2022. No questions will be
answered prior to solicitation availability.
Phase I Pre-Proposal Conference: 12 August 2022 / 0900 Eastern Standard Time. The Government will host a virtual Phase I Pre-
Proposal Conference where potential contractors may obtain a better understanding of the project scope and submission process.
The conference will be held using Microsoft Teams. Preregistration with the Contracting Officer two days in advance is required for
