This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement will be fulfilled utilizing FAR part 13 Simplified Acquisitions. The solicitation number is 70B03C23Q00000011 and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 812332 Industrial Launderers. This requirement is a total small business set-aside with a small business size standard of $41.5 million average annual receipts.
All qualified offerors may submit bids. The Government anticipates a single award for Personal Protection Equipment (PPE)/Uniform Rentals and related services as a result of this request for quote.

Eligibility: All prospective offerors must have a Unique Entity Identifier (UEI) and be actively registered in the System of Award Management (SAM) website (https://www.sam.gov) and must have valid Representations and Certifications, which is also updated via the SAM database located at www.sam.gov.
Submission Instructions: 1. Offerors must submit their pricing in accordance with the attached Request for Quote, Statement of Work, Attachment A and applicable clauses, on their company letterhead. Potential offerors should submit their best pricing with their initial quotes, inclusive of all discounts.
Attachments are required: attachments must include pictures and specifications to ALL apparel offered. The Government will not visit websites or hyperlinks. If the offeror does not provide this requested information, the offeror’s bid will not be considered for award.
This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.
Award Criteria: Evaluation will be made on a lowest price, technically acceptable basis. The Government will evaluate the lowest priced quote for technical acceptability. The Government will determine technical acceptability by assessing the quoter’s compliance with the requirements set forth in the Statement of Work. A quoter with a past performance record that presents unacceptable risk to the Government will be found technically unacceptable.
If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, or unreasonable will not be considered for award.
The Government may determine that an offer is unacceptable if the option year pricing is significantly unbalanced. The exercise of any option years is at the discretion of the Government.
Shipping: Destination for locations listed on the Statement of Work.
Bid MUST be good for 30 calendar days after close of solicitation.
Questions: Interested offerors must submit questions concerning the solicitation no later than 3 calendar days after the solicitation is released by 4:00pm E.S.T. This will allow the Government to respond timely to questions prior to expiration of the solicitation. Questions received after the deadline will be considered on a case-by-case basis.
Submission Deadline: January 26, 2023 by 4:00 p.m. Eastern Standard Time. Quotes/Offers to include any supporting documentation may be submitted by e-mail to: carlos.gonzalezfigueroa@cbp.dhs.gov . Offers not received timely, may not be considered. Responses/offers shall be limited to no more than 10 pages.
If any conflict exists between this summary and the Request for Quote (RFQ) 70B03C23Q00000011, the RFQ shall control.
