Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.This combined synopsis/solicitation is issued as a request for quote W9124V23Q0018 and is issued as arequest for quote (RFQ) utilizing FAR Part 13 – Simplified Acquisition Procedures.



This combined synopsis/solicitation and incorporated provisions andclauses are those in effect through Federal Acquisition Circular 2023-03.



Due to paragraph 5.1.2 being a sole source, multiple awards may be made off this solicitation. We encourage vendors to supply partial quotes if applicable.



The Montana Army National Guard intends to award a firm-fixed price (FFP) contract resulting from this solicitation to the responsible offeror or offerors whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical, and past performance.



Price: Provide pricing that includes an itemized breakdown of each part of the requirement along with a total price for the duration of the contract.



Technical: Provide a brief narrative explaining how each requirement of the PWS will be accomplished.



Past Performance: Provide three references of work, similar in scope and size with the requirement detailed in the performance work statement. These references shall include a brief description of the work done, contact information, and contract number, if applicable. The government will also obtain past performance information from FAPIIS, SPRS, or other means.



System for Award Management: Prior to Contract award the business must be registered in System for Award Management (SAM) website http://www.sam.gov. Registration is free and assistance can be provided by the Montana Procurement Technical Assistant Centers (PTAC),http://www.montanaptac.org/.



If SAM registration is not in progress or sufficient progress is not made in a timely manner, the business may be deemed not acceptable for contract award.



This requirement is set aside for small businesses. The associated NAICS code is 541810 with a size standardof $25.5 M. NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications---Commercial Items Alternate I



Payment: This requirement will be invoiced and paid using Wide Area Work Flow at https://piee.eb.mil.



Questions regarding this RFQ shall be sent to alice.a.hinck.civ@army.mil by 1000 MST on 26 May 2023. Amendments, if necessary, will be posted to the www.sam.gov website; paper copies will not be issued.



Quotes shall be submitted to Alice Hinck, Contract Officer, at alice.a.hinck.civ@army.mil by 31 May 2023 at 1000 MDT. Quotes shall include: POC with contact phone/email, CAGE/UEI, Socioeconomic status, itemized pricing, technicla description, and references.
