This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. I.A. Project Title: Purchase of Kitchen Equipment: Air Curtain Refrigerator I.B. Project Location: VA San Diego Healthcare System 3350 La Jolla Village Drive San Diego, CA 92161 I.C. Solicitation number 36C26223Q1172 is issued as a Request for Quotation (RFQ). I.D. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 I.E. Applicable NAICS code: 333415 I.F. Type of Contract: Firm Fixed Price I.G. Period of Performance/Delivery: 180 days after award II. General Requirements: The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, VA San Diego Healthcare System is seeking sources that can provide five (5) units for the Burlodge BCool Lean or equal too Air Curtains, which come standard with 5 slotted fiberglass gravity-system angled food trays and 5 tray guides/dividers per unit. List of equipment: Items Description/Part Number* Qty 0001 BCOOL LEAN, Burlodge Model # BC3 RH GD HC; STAINLESS FRONT & GLASS REAR DOORS REFRIGERATORS 1 0002 BC 2015 TRAYB1 BCOOL Lean Additional Slotted Fiberglass Tray (18x26) 4 (Included) 0003 BC 2015 DIV1 B COOL GRAVITYY SHELF DIVIDER FOR TARYB1 AND TRAYB2 9 (Included) III. SALIENT CHARACTERISTICS: The units must be single-compartment air curtain-type refrigerators with front and back doors. The units shall be easy to move and have 4 heavy-duty casters with wheel locks per unit. The units shall maintain internal temperature between 35 F to 41 F for food storage safety. The units must have food-grade stainless steel interior, exterior and front door surfaces that meet food safety standards, and insulation for temperature retention, The units must have a glass rear door for easy visibility to re-stock units from the back. The units must have air curtains on doors to create an air seal to protect food while the unit doors are open. The units must have gaskets to seal doors for temperature retention when doors are closed. The units shall have an energy-saver mode when not in use. The units must have swing doors with locking mechanism to hold doors open flush against unit when the doors need to remain open for service. The doors must be a minimum of 37 from floor to fit with existing tray slider unit system. The units must have gravity-fed shelves and trays so products slide to the front of the unit for efficiency & easy access of items from the front of the refrigerator. Inside dimensions of units shall allow for storage of standard sheet pan-sized (18 x26 ) trays. The units must have at least 15 sets of attached tray slides to hold trays in unit. There shall be a minimum of 45 total slotted fiberglass gravity-system trays that are lightweight & allow for air circulation. There shall be a minimum of 61 total shelf dividers/tray guides for easy organization of products in the unit. The units shall have a minimum 10-ft electric cable. Per pictures below IV. DELIVERY AND INSTALLATION: V. Warranty The units shall come with a minimum 3-year manufacturer s warranty covering labor and parts of manufacturing defects. The units shall come with a minimum 2-year warranty on gaskets. The units shall come with a lifetime warranty on handle and hinge parts. Packaging to include all user guides and manufacturer cleaning instructions. Equipment must be new and in good working order. All shipping cost shall be included in the price VI. Offeror quotes must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise will be considered non-responsive. The technical specifications for this requirement are listed for Brand Name or Equal. VII. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. All offeror quotes for this solicitation must be received electronically through email to David Odne at david.odne@va.gov no later than Thursday, June 1st, 2023, 11:00 AM PST. All interested companies shall provide quotations for the following requirements outlined in Enclosures 1. Ensure to reference the solicitation number within subject line of the email. Any offeror quotes received after the prescribed date/time shall be considered non-responsive and will not be considered for award. Any questions regarding this solicitation must be received electronically through email to David Odne at david.odne@va.gov no later than Friday June 2, 2023, 4:00 PM PST. VIII. Ensure the following are completed and/or included in the offer packet: VIII.A. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer. XII. Payment: Payment will be made upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number. The invoice must include the correct payment address. XIII. Shipping costs will be included in the cost of the hardware in the contract. XIV.
