Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



The solicitation number for this requirement is 9531BM23R0003. This solicitation is issued as a Request for Proposals (RFP).



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.



This requirement is issued under full and open competition. The associated NAICS code is 541611, “Administrative Management and General Management Consulting Services”. The small business size standard of this NAICS code is $21.5M.



Background

The NTSB is an independent federal agency charged with determining the probable cause of transportation accidents and promoting transportation safety. The NTSB investigates accidents, conducts safety studies, evaluates the effectiveness of other government agencies’ programs for preventing transportation accidents, and reviews the appeals of enforcement actions involving aviation and mariner certificates issued by the Federal Aviation Administration (FAA) and the U.S. Coast Guard (USCG), as well as the appeals of civil penalty actions taken by the FAA.



The Response Operations Center (ROC), established in 1997, is located within the Office of the Managing Director and situated at NTSB headquarters where it functions as the agency’s communications hub. The ROC’s mission is to provide 24/7 communication, logistical, and administrative support for Go-Team launches and on-scene investigative activities; service survivor/witness calls to the toll-free phone number and the general public calls to the designated phone number; support Board Members and NTSB staff communications requests for phone numbers and make connections; set-up TEAMS conference calls; provide answering services and communications support for regional and field offices; acquire accident information from news and other sources and notify duty officers of accident meeting notification criteria; update and post the weekly Go-Team list; update telephone, SMS databases, and call lists in the VEOCI incident management software system; provide Tier 1 Internal Customer Support Services to NTSB staff as needed; recommendation distribution services, and prepare designated ROC activity and other required reports. The NTSB has a requirement to maintain a fully-functioning, fully responsive ROC that operates 24 hours a day, 7 days a week.

The NTSB has a requirement for:

Line Item Number 0002: Quantity: 12 Months, Management and Operation of the ROC. Period of Performance: OPTION YEAR 1.



Line Item Number 0003: Quantity 12 Months, Management and Operation of the ROC. Period of Performance: OPTION YEAR 2.



Line Item Number 0004: Quantity 12 Months, Management and Operation of the ROC. Period of Performance: OPTION YEAR 3.



Line Item Number 0005: Quantity 12 Months, Management and Operation of the ROC. Period of Performance: OPTION YEAR 4.

Basis for Award

The Government may award one (1) firm-fixed price contract to the responsible Contractor whose proposal that conforms to the combined synopsis/solicitation will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Review Attachment 1 for additional information.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB.

Site Visit



The NTSB reserves the right to hold a site visit at 10:00 am ET on Wednesday, December 28, 2022. Please notify Bryan J. Moy via email (bryan.moy@ntsb.gov) if your company will be attending. Provide the company name, name, email and telephone number of each company representative(s) who will attend. Notification of your attendance must be supplied by 4:00 p.m. ET on December 21, 2022.

Your proposal must be received no later than 4:00 p.m., ET, on January 11, 2023. LATE PROPOSALS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1 Instruction to Offerors – Commercial Products and Commercial Services.

The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
