Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.

The Government may award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government with price and other factors considered. The following factors shall be used to evaluate quotes:

Factor 1: Technical: The technical factor focuses on the specifications as detailed in the SOW for K9’s and is more important than price and delivery.

Factor 2: Delivery: Leadtime and delivery of canines is more important than price but less than technical acceptance.

Factor 3: Price: The contracting officer has determined that there is a high probability of adequate price competition for this acquisition.

Factor 1 is the most important, Factor 2 is more important that Factors 3. The non-price factors when combined are significantly more important than price. Award shall be made to the Offeror whose offer is determined to be the best value to the Government based on a trade-off among the price and non-price factors.
