REQUEST FOR STATEMENTS OF QUALIFICATIONS
FROM AIRPORT ENGINEER CONSULTANT
The City of Healdsburg is hereby soliciting Statements of Qualifications (SOQ) and experience from airport
engineer consultants for general engineering, design, and construction administration of projects (if requested) at
the Healdsburg Municipal Airport.
BACKGROUND
The Healdsburg Municipal Airport (Airport) is located approximately three miles northwest of Healdsburg, with
access from US Highway 101. It is comprised of 45 acres of land. It is owned and operated by the City of
Healdsburg. The Airport is administered by the Public Works Department. Although outside City limits, it is
incorporated within the City as an island. The Airport has one paved runway serving single and light twin engine
aircraft and measures 2652 feet in length and is 60 feet wide.
The City of Healdsburg (City) is seeking a qualified aviation engineering consulting firm to provide professional
engineering, architectural, and construction administration services (if requested) in connection with the Airport Capital
Improvement Program.
It is the intent of the City to enter into a multi-year Master Agreement with a consultant for the upcoming five (5) year
period. The selected Consultant will negotiate and enter into individual sub-agreements for services, based on the scope
of work, with the City on an assignment-by-assignment basis during the term of the Master Agreement. The selection of
the Consultant is being done in accordance with Federal Aviation Administration (FAA) Advisory Circular 150/5100-14E
dated 9/25/2015 and applicable California statutes and laws. The agreement between the City and the selected consultant
will be subject to all applicable Federal Rules and Regulations as identified in AC 150/5100-14E. The most current
version of the Federal Contract Provisions for A/E agreements will be attached to each agreement.
The Consultant and any Sub-Consultants proposed shall not discriminate on the basis of race, color, national origin, or
sexual orientation in the performance of this agreement. Disadvantaged Business Enterprise (DBE) utilization is
strongly encouraged. The Consultant shall carry out applicable requirements of 49 CFR Part 26 in the award and
administration of all Federally-assisted contracts. Failure by the Consultant to carry out these requirements is a material
breach of the agreement, which may result in the termination of the agreement or other action as the City deems
appropriate.
The City reserves the right to reject any and all submittals in response to this request for any reason. The City is not liable
for any costs incurred by the Consultant in the preparation or presentation of a response to this request.
SCOPE OF WORK
A partial list of tasks may include but are not limited to:
1. Liaison coordination with the FAA San Francisco ADO and Caltrans Division of Aeronautics including all
grant funding assistance;
2. Preparation of construction bid documents, specifications, and cost estimates under the 2019-2023 Airport
Capital Improvement Program;
a. Taxiway A, East Apron, West Apron Pavement Rehabilitation Design and Construction

b. Runway Pavement Rehabilitation Design and Construction
3. Tabulation of bids, reporting, and assistance with contract administration (if requested);
4. Presentations before the City Council.
SUBMITTAL REQUIREMENTS:
Required information is to be presented in a manner that clearly illustrates the following:
1. Team Description/Background: A general description of the submitting firm, including firm size, and
general information regarding any sub-consultant firms.
2. Organizational Chart: Include clear illustration as to the Project Manager and key personnel representing
the primary firm.
3. Resumes: Include for key personnel. Indicate each individual's qualifications and experience.
4. Relevant Experience: Qualifications and experience of the primary firm in the past five (5) years at
general aviation airports of regional significance similar in nature to the Airport and other airports in California.
5. Proximity to the Airport: Geographical location of the office that will be primarily responsible for
assigned projects and where the work will be accomplished, as well as the location of any supporting offices that
will likely be involved in this agreement.
6. References: Contact name, agency name, and telephone number of at least four (4) current airport
clients of the primary firm located within California
7. Regulatory Familiarity: Demonstrate familiarity with the Federal Aviation Administration (FAA)
San Francisco District Office and Caltrans Division of Aeronautics Aviation Programs.
8. Workload: Provide a brief summary of the primary firm's current workload and ability to meet schedules
and deadlines.
9. All submittals must include the compliance page: Consultants will be asked to sign and return to the City
the Statement of Compliance page of this SOQ (Attachment B) The compliance page is a statement that says the
Consultant has read the terms and conditions of the Professional Services Agreement (Attachment C) and agrees to
comply with the language. It is strongly suggested that the Consultant provide the City’s insurance requirements to
its insurance carrier in order to make sure the Consultants can comply with the City requirements. Once a
firm/company is selected any costs to obtain this insurance should be included in the cost proposal. The City will
not agree to pay for any insurance costs that are not included in the cost proposal submitted by the Consultant.
10. Consultant may submit such additional information as it deems necessary or helpful to the City’s evaluation
process.
SELECTION PROCESS & EVALUATION CRITERIA
A qualification based selection process conforming to FAA Advisory Circular 150/5100-14E Architectural, Engineering,
and Planning Consultant Services for Airport Grant Projects will be utilized to select a consultant. The criteria to be used in
the selection of the consultant are as follows:
1. Firm Qualifications and Experience
2. Key Personnel Qualifications and Experience- A California registered civil engineer experienced in Airport projects
must be designated as the lead person
3. Relevant Project Experience
4. Geographical Location

6. Performance on past similar projects
7. Demonstrated success in dealing with relevant federal and state agencies that have airport oversight and funding
opportunities
8. Responsiveness to the SOQ and ability to meet agreement requirements.
All interested parties should submit four (4) copies of the Statement of Qualifications, which shall contain no more
than thirty (30) pages (excluding tabs) and a cover letter not exceeding two (2) pages.

ADDITIONAL INFORMATION
Deadline for submittal is March 19, 2020. The Statement of Qualifications should be delivered in a sealed
envelope or box clearly marked, "Airport Consulting Engineering Services." The City shall assume no
responsibility for responses that are received after the prescribed time, or that are not properly addressed or
identified.

All solicitors who intend to respond to this SOQ must register as a prospective solicitor by completing and
returning by fax or email, the SOQ Registration Form provided in the SOQ document- Attachment A. The SOQ
registration form should be submitted back to the City no later than March 5, 2020.
This is a request for Statement of Qualifications only. Price proposals are not required at this time. Selection
Process Qualifications will be reviewed and evaluated by a Selection Committee based on the criteria listed herein.
At the discretion of the Selection Committee, Consultants may or may not be invited to participate in an
interview. It is the intent of City of Healdsburg to select a consultant as a result of this effort.
The City reserves the right to rank proposals based on other criteria and factors. In the event the City judges
multiple SOQ’s to be of equal value, an interview may be performed to further assess the SOQ’s submitted.
By submitting qualifications, the Consultant authorizes the City to undertake such investigation as may be
necessary to verify the Consultant qualifications and reputation, including compliance with current City ordinances.
The Consultant may be requested to execute a release(s) in favor of third parties who have information relative to
the Consultant qualifications and reputation. Refusal to execute a release may result in disqualification. The City
may, at its discretion, select a Consultant outright or select a finalist(s) for interviews.
