INTRODUCTION & BACKGROUND
INTRODUCTION
The Marin County Flood Control and Water Conservation District (District) is soliciting proposals from
experienced and well-qualified consulting engineering firms to furnish professional services for a
geotechnical evaluation of the Novato Creek levees and the Pacheco Pond levee located in the lower
Novato Creek Watershed (see Exhibit A-Location Maps). The tasks will be broken into two different
sections, required tasks that are funded under a DWR Local Levee Assistance Program (LLAP) Local Levee
Evaluation (LOLE) Grant (attached in Appendix), and optional tasks that are not funded by the DWR Grant.
The optional tasks may not be awarded by the District depending on the cost proposals received and the
District funds available. The tasks have been broken out as follows:

The goal of the project is to obtain a comprehensive engineering analysis to evaluate the geotechnical
condition of the existing levees, and determine the feasibility and costs of modifications to address both
levee stability and potential improvements that could achieve improved flood protection for Federal
Emergency Management Agency (FEMA) accreditation. Work shall include a current levee system
condition assessment and development of recommendations for both short and long-term levee
improvements that meet evaluation goals. The ideal candidate shall have knowledge of U.S. Army Corps
of Engineers (USACE) and Federal Emergency Management Agency (FEMA) regulations, standards,
policies, and guidance. All technical and administrative support required to provide services and deliver
completed work products to the District shall also be included.
Levees identified for evaluation are listed as required and optional in Table 1 and are detailed in the
Background Section.

Payment of services shall be through a lump sum for successful completion of each awarded task of a
professional services contract (sample in Exhibit C). All tasks specified in this Request for Proposals
(RFP) shall be presented to the District’s Board of Supervisors (BOS) for their consideration and
approval.
BACKGROUND
Project Location
A vicinity map showing the location of the City of Novato within the San Francisco Bay Area is provided in
Section 5, Exhibit A, Map 1. The majority of the levee systems being evaluated are between the Sonoma
Marin Area Rail Transit (SMART) Trestle and State Route 37 (Section 5, Exhibit A, Map 3), with an additional
optional section along the left bank of Novato Creek downstream of State Route 37 (Section 5, Exhibit A,
Map 6). The Pacheco Pond levee being evaluated is located further South of State Route 37, to the east
of Pacheco Pond and South of Bel Marin Keys Blvd. (Section 5, Exhibit A, Maps 4-5).
Novato Creek’s watershed is within Flood Zone 1 of the Marin County Flood Control and Water
Conservation District (District). The watershed is at the northwestern extent of San Pablo Bay and is the
largest watershed in eastern Marin County (Section 5, Exhibit A, Map 2). Its creeks flow eastward through
oak and bay forests, grasslands, the City of Novato, and into San Pablo Bay near the mouth of the Petaluma
River. The basin is 45 square miles where the primary drainage waterbody within the watershed is Novato
Creek. Novato Creek is joined by six secondary tributaries along its 17-mile length, which include the
following creeks: Leveroni, Bowman Canyon, Warner, Arroyo Avichi, Arroyo de San Jose, and Pacheco.
Flooding has occurred within Zone 1 at varying degrees of severity over 30 times in the last 150 years.
The project site is located within the 7.5-minute USGS Novato Quadrangle, east of Highway 101. The
Novato Creek Channel is contained by levees and in some areas by concrete walls within the City of
Novato. The reaches of the Novato Creek levee system included under this evaluation consist of four
required levee sections and one optional levee section; the upper Novato Creek left bank, the upper
Novato Creek right bank, Lynwood levee, Pacheco Pond levee and the optional Left Bank Novato Creek
levee downstream of SR-37 (Table 1 and Section 5, Exhibit A, Maps-3,5, and 6).
The upper Novato Creek left bank levee segment spans approximately 8,500 linear feet beginning at the
Sonoma-Marin Area Transit (SMART) railroad bridge on the North side of Novato Creek and continues
along the north and easterly side of Novato Creek terminating perpendicular to the State Route 37 Bridge
(Section 5, Exhibit A, Map 3). The upper Novato Creek right bank levee segment spans 8,200 linear feet
beginning at the Sonoma-Marin Area Transit (SMART) railroad bridge on the South side of Novato Creek
and continues along the south and westerly side of Novato Creek terminating perpendicular to the State
Route 37 Bridge (Section 5, Exhibit A, Map 3). Adjacent to the upper Novato Creek right bank levee to the
west are two wildlife preserve ponds known as Duckbill and Heron’s Beak Ponds (Figure 1, below). To the
east of the Novato Creek left bank levee is the Deer Island Open Space Preserve, comprising approximately
280 acres. The lower Novato Creek left bank levee being considered for an additional optional evaluation
