1.1 General Project Descriptions
The labor covered under the scope of work includes the year-round Landscape Maintenance of
the Health and Wellness Center owned by the County of Marin. Each proposal shall include
everything necessary for the fulfillment of the contract including, but not limited to startup cost,
labor, materials, tools, equipment, transportation, tool storage, and superintendence required to
execute this contract in accordance to the given specifications.
1.2 Specifications and Map
It is intended that these specifications and map include everything necessary to properly
perform the entire work in this contract. Every item necessarily required might not be specifically
mentioned or shown. Unless expressly stated, all work shall be completed in accordance with
specifications and maintenance requirements.
1.3 Mandatory Pre-Proposal Conference and Site Inspection
A Mandatory Pre-Proposal Conference and site inspection will be held as stated below:

Date: Tuesday April 24, 2018
Time: 10:00 A.M.
Allow approximately one (1) hour for this pre-bid meeting and site inspection. The purpose of
this Pre-Proposal Conference and Site Inspection is to provide a briefing on the scope of work,
the specifications, and to review selected site locations. The County considers attendance at
this Pre-Proposal Conference vital to the preparation of a competitive and cost-effective bid, and
to the understanding of the total result desired by the County. Contractors who fail to attend
the Pre-Proposal Conference and site inspection will be disqualified.
1.4 Submission of Proposal
Sealed written bid proposals shall be received at the County of Marin, Department of Public
Works, Procurement Division, 3501 Civic Center Drive, Room 404, San Rafael, CA 94903, until
2:00 p.m. on May 15, 2018. Proposals received after 2:01 p.m. or later shall be considered
unresponsive and returned unopened.
Vendors are required to submit proposals written in ink. Forms provided in this bid must be
returned as part of the bid package; a complete list of required forms is provided on page 28.
Vendors may choose to provide additional information to the given forms, but shall not
substitute any form referenced as required. Only complete proposals shall be considered.
All proposals shall be submitted in a sealed envelope, box or appropriate package. The
submittal should be clearly labeled with the name and address of the proposer, subject of
proposal, RFP number, due date, and time.
Please provide an original bid (stamped or designated as such) and three (3) copies of
1.5 Responsible Parties and Questions
Representing the County of Marin in all matters regarding submission of the Request for
Proposal package shall be Brenda Haas, Purchaser II. Representing the County of Marin
Department of Parks in all matters involving the Landscape Care Specifications shall be Mr. Jim
Chayka, Superintendent, Marin County Parks & Open Space Department.
Questions for clarification regarding any portion of this bid package shall be submitted in writing
to Brenda Haas at email@example.com. Questions should be received on or before end of
business Tuesday, May 1, 2018. Responses of questions for clarification will be sent to all Pre-
Proposal Conference attendees on or before Tuesday, May 8, 2018. No telephone questions
will be accepted or considered. Contractors shall refer to the specific RFP page, paragraph,
and/or section when sending inquiries.
1.6 Withdrawal of Proposal
No bids submitted may be withdrawn within sixty (60) calendar days after the submittal
deadline. Bids submitted prior to the submittal deadline may be withdrawn only by written
request of the vendor.
1.7 Performance Bond
Upon award and prior to the issuance of a contract, the successful proposer will be required to
furnish a performance bond in the amount of 80% of the proposed annual bid amount. The
guarantee shall be made to the County of Marin and shall be in the form of a certified check,
money order, or surety bond. The security shall be forfeited to the County of Marin as liquidated
damages if the contractor fails or neglects to furnish, execute or deliver the contract in
accordance with the provided scope of work. Failure to furnish the bid guarantee may be cause
The condition of this obligation is such that Contractor shall faithfully perform the covenants,
conditions and agreements in the contract, and any changes made as therein provided, and
shall indemnify and save harmless the Marin County Parks, its officers and agents as therein
1.8 Addendum to the Request for Proposal
Any changes, additions, deletions or clarifications to this proposal package, including the
general/special provisions and specifications, shall be made by written addendum to the
Request for Proposal. Such addendum shall be issued by the Purchasing Agent and will be
made to all prospective vendors in possession of the proposal package. Addendum issued
within five (5) calendar days of the bid opening date/time may be cause for extension of the bid
in order to allow prospective vendors sufficient time to prepare their bids.
1.9 Contract Term
The contract term shall be for one (1) year beginning July 1, 2018 and ending June 30, 2019.
There will be option to extend the contract four (4) additional subsequent years in one-year
