PSA
SERVICES
Napa County Health and Human Services Child Welfare Services desires to solicit qualified
proposals to establish supportive services for the unique needs of adoptive families. Contractor
will be expected to promote permanency, safety and well-being through post adoption support
to adoptive children and families in Napa County. Children adopted from child welfare
agencies have histories that may include prenatal drug exposure, abuse, neglect, and/or special
needs related to medical, behavioral health, or emotional conditions. This causes elevated risks
for developmental, physical, psychological, emotional, intellectual, or behavioral challenges.
Often, adoption through the child welfare system can create additional stressors to families.
Through the provision of post adoptive services, adoptive families are provided the support
and resources they need to allow the family to thrive.
County anticipates that this agreement will be one year in length with automatic renewals for a
minimum of two additional years.
OVERVIEW OF SCOPE OF SERVICES
Post Adoption services will serve families who have adopted dependent children from the
Child Welfare System. Post adoption services may include assessment of the family’s needs,
adoption training and resources, support groups, counseling, refer families to community
resources and provide case management. Contractor must use practice modalities and tools
grounded in evidence-informed frameworks including trauma-focused/adoption-competent
approaches as approved by the County to improve the permanency, stability and well-being of
adopted youth and their families.
SCOPE OF WORK
Contractor shall provide a variety of Post Adoption Services (PAS), including but not limited to:
Outreach: Contractor shall provide outreach in collaboration with the county to promote
PAS within Napa County to engage existing and new post adoption families.
Information and Referral: Contractor shall offer information and referral services for
families who are in search of resources and support.
Intake/Assessment: Contractor shall provide intake and assessment services to assist
families in identifying and prioritizing their needs, provide crisis intervention when
needed and link families to appropriate community services.
Case Management: Contractor shall provide short-term interventions based on the
individualized needs of the family.
Respite: Contractor shall help families develop appropriate respite care within their
natural support systems and shall offer respite in the form of access to play care to allow
families to participate in training and/or support groups.

Respite Funds: Contractor shall provide respite funds to families, based on consistent
criteria, to support family needs.
Family Activities and Networking: Contractor shall coordinate and facilitate regular
family activities/ social events on a quarterly basis.
Family Activity Funds: Contractor shall provide families with funds for activities that
are offered based on availability and equitable amongst the needs of the families.
Support Group/ Mentoring for Parents: Contractor shall provide a monthly support
group to adoptive parents.
Psycho-Educational Groups and Workshops for Children and Teens: Contractor shall
provide support groups and workshops on an as needed basis for adopted youth to give
them opportunities to connect with other adopted youth and foster supportive social
connections.
Tracking: Contractor shall track, and monitor number of persons served and types of
PAS services provided.
Reporting: Contractor shall provide ongoing program evaluation utilizing satisfaction
surveys to determine effectiveness of program strategies and implement changes and
improvements as needed, in collaboration with County liaison.
Meetings: Contractor must attend Interagency Placement Committee meetings and
other case planning meetings as needed and/or requested by County to coordinate effect
delivery of services for families in collaboration with County.
Ensure that any reports, and any deliverable to the County be delivered in a manner to
ensure non-discrimination and equal access to County services and digital properties such
as websites, documents, and applications by persons with a disability under the
Americans with Disabilities Act (ADA) and under Section 508 of the Rehabilitation Act of
1973. Successful respondent shall ensure that any deliverable, including but not limited
to, reports, documents, videos, multimedia productions, live broadcasts and any and all
other web content and information communications technology are fully accessible and in
compliance with federal accessibility standards and laws and with the COUNTY’s Web
Content Accessibility Standards. Examples of accessibility measures include, but are not
limited to, providing closed captions, video descriptions, and 508 compliant players.
When possible, and as coordinated with COUNTY, all reports shall be provided
electronically
OUTCOMES
Post adoption families are connected to resources to stabilize their family and promote
permanency and well-being for the family, thereby reducing the number of adoptive
disruptions and improving functioning of post adoption families.
Post adoption families receive support and information regarding the Adoption Assistance
Program (AAP) and will be referred to the County Social Worker to complete AAP re-
negotiations, as needed.
